ASSISTANT DIRECTOR OF PUBLIC WORKS:
Performs a variety of professional and managerial duties in the administration of the tasks assigned to the Public Works Department. The Assistant Public Works Director applies their professional engineering judgement and advanced subject knowledge to facilitate departmental operations. This is a professional position, working independently under the direction of the Public Works Director.
- Plans, organizes, controls, integrates, provides oversight, and evaluates the work of the assigned Divisions, which includes ensuring that goals and objectives are met.
- Leads, motivates, and nurtures division managers to foster a healthy and successful workforce.
- Participates in recommending the appointment of personnel; monitors performance, provides coaching for performance improvement and development, works with employees to correct deficiencies; implements discipline procedures; and recommends employee termination.
- Oversees the preparation of specifications and standards for work to be done on County roads and bridges.
- Oversees the design and construction activities on County roads and bridges to ensure compliance with specifications and standards established by the Board of County Commissioners.
- Oversees development and implementation of standardized value engineering process during the execution of major County public works projects and recommends methods to be adopted for the construction.
- Oversees the County transportation infrastructure, maintenance and roadway resurfacing programs.
- Attends public and interjurisdictional meetings and represents the department and County on public works/county engineering issues. Interprets division and department policies; presents reports and recommendations; and encourages community participation.
- Performs department/division project and program planning, scheduling, resource allocation, and control; and performs design review and engineering studies.
- Develops and negotiates inter-jurisdictional agreements for capital projects which may include planning, engineering, surveying, right-of-way, and construction.
- Interacts with the Board of County Commissioners, legislative groups, media, and professional groups as requested by the Public Works Director.
- Oversees and participates in the preparation, implementation, and administration of the annual budget for the assigned Divisions.
- Participates in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administers the approved budget; and prepares and presents annual budget recommendations.
Education and Experience:
Bachelor of Science Degree in Civil Engineering or related field plus ten (10) years of professional work experience in municipal or private sector public works type function, including both technical and administrative responsibilities or an equivalent combination of formal education, technical training and work experience.
Licenses, Certifications or Registrations:
- Current registration as a Licensed Professional Engineer in the State of Florida is preferred.
- Must possess a Valid Florida driver’s license and have an acceptable driving record.
Knowledge, Skills and Abilities:
Knowledge of:
- Principles, practices, and procedures of civil, transportation, and engineering.
- Municipal transportation design and construction management procedures and guidelines, land development, and residential/commercial site development, including knowledge of Greenbook, and FDOT Specifications, American Association of State Highway and Transportation Officials (AASHTO), and Manual on Uniform Traffic Control Devices (MUTCD).
- Principles and practices of general fiscal management, including budget preparation and administration within the County government.
- Principles and practices of supervision, and personnel development and management.
- Interrelations between land use, transportation planning and design, and construction.
- Transportation infrastructure related repair and preservation techniques.
- FDOT Designs for asphalt mixes and resurfacing procedures.
Ability to:
- Plan and direct the work of engineers, technicians, clerical and contractor personnel in a manner conducive to full performance and high morale.
- Apply engineering knowledge to specific administrative and technical problems.
- Give technical and professional review to a wide variety and large volume of engineering plans, specifications, and related documents.
- Prepare and review contract specifications and bid documents.
- Develop and prepare plans as needed in-house.
- Use a personal computer and office software.
- Provide leadership and direction within a team-oriented work environment.
- Understand, interpret, explain, and apply County policy and procedures.
- Interpret and apply federal, state, and local laws, codes, and regulations.
- Communicate effectively both orally and in writing in order to convey information to various community groups, and elected, and appointed officials.
- Work in an office environment and occasionally outside in order to perform field inspections.
ENVIRONMENTAL CONDITIONS:
Work is performed primarily within an office environment with occasional work outside in an environment with uneven surfaces, moving vehicles/equipment and differing weather conditions.
