The GIS Manager oversees Indian River County's enterprise-wide GIS program and operations, ensuring reliable technology infrastructure, project management, and staff development while supporting innovation and implementation of new GIS services. This role also entails developing and enforcing county-wide standards, policies, and procedures to maintain consistent, high-quality, secure GIS services and products. Advanced technical knowledge, strategic project management skills, and strong leadership are essential for success in this role.

GIS Technology Infrastructure Management:

• Manage the development, deployment, and maintenance of GIS infrastructure, ensuring secure and reliable access for county departments.
• Architect, engineer, and implement GIS to align with county IT standards of confidentiality, integrity, and availability.
• Oversee the selection, implementation, and configuration of GIS software.
• Effectively manage all GIS-related software contracts, including negotiating software terms, addressing organizational needs, and ensuring service availability without interruption.

Data Management and Quality Control:

• Ensure GIS data accuracy, reliability, and quality through routine audits.
• Implement best practices for data collection, processing, and storage.
• Maintain and manage GIS data within the County’s central, authoritative Enterprise SDE geodatabases and develop publishing workflows for data dissemination to ArcGIS Enterprise and ArcGIS Online.

GIS Best Practices, Standards, Policies, and Procedures:

• Establish and enforce county-wide GIS standards, policies, and procedures, ensuring data accuracy, consistency, and security across all GIS projects.
• Facilitate regular cross-departmental meetings of county GIS users to promote knowledge sharing, coordinate projects, and enhance collaboration.
• Develop and conduct training programs to improve GIS proficiency among county staff and ensure adherence to GIS standards.

Team Leadership and Staff Development:

• Supervise and support GIS team members, fostering a collaborative environment that encourages growth and skill development.
• Provide guidance on complex GIS projects, encourage technical innovation, and ensure the team adheres to county standards and best practices.
• Conduct performance evaluations, establish professional development plans, and organize training to maintain a high level of expertise within the team.

GIS Project Management and Innovation:

• Lead and manage GIS projects, from conception through completion, ensuring they are on time, within scope, and aligned with county objectives.
• Drive innovation by identifying and implementing new GIS solutions, tools, and workflows that improve operational efficiency and expand functionality.
• Oversee GIS automation and workflow optimization using various automation tools, scripting languages, and geoprocessing toolsets.

Budgeting and Resource Allocation:

• Manage the GIS division’s budget, ensuring efficient resource allocation to support county objectives and GIS initiatives.
• Identify opportunities for cost savings, technology upgrades, and grant funding to enhance the county’s GIS capabilities.

Education/Experience:

Licenses, Certifications, or Registrations:

• Must possess a valid driver’s license.
• GISP certification preferred.

Knowledge, Abilities, and Skills:

• Advanced proficiency with Esri ArcGIS Desktop and ArcGIS Pro
• Working knowledge of modern Web GIS concepts and practices with a deep understanding of ArcGIS Online and ArcGIS Enterprise environments.
• Advanced proficiency and knowledge with system administration, data management, and configuration of ArcGIS Enterprise.
• Extensive experience with managing and configuring GIS data in a versioned, multi-user Enterprise SDE geodatabase and ensuring database health is maintained.
• Advanced knowledge of relational database principles and SQL Server Enterprise geodatabases.
• Expertise in Python programming for automating GIS workflows and managing complex data tasks.
• Experience and knowledge of cartographic principles and map design, including data visualization and presentation in the web GIS environment.
• Strong critical thinking skills, particularly in analyzing and solving complex spatial data problems.
• In-depth understanding of GPS data collection techniques and integration into GIS systems.
• Proficiency in designing and implementing web-based GIS applications using APIs, JSON, XML, HTML, and REST services.
• Ability to manage multiple projects, make strategic decisions, and enforce policies effectively.
• Strong communication skills, with the ability to facilitate meetings and present complex information clearly.
• Strong ability to guide and mentor junior GIS staff and manage GIS projects from conception to implementation.
• Familiarity with open-source GIS tools (e.g., QGIS, GRASS) and additional programming languages (e.g., JavaScript, C , Visual Basic, R) is beneficial.
