Manager Water/Wastewater Operations:
Under the direction of the Director of Utility Services, provides management for the Indian River County Department of Utility Services (IRCDUS) Water/Wastewater treatment plant operations, reuse distribution system, wastewater collection system, and water distribution system to include all potable water distribution infrastructure, hydrants, sewer system collection pipes, manholes, gravity sewer lines, lift stations, force mains, and related infrastructure. Directs operations and maintenance by delegating authority through additional supervisory personnel, maintaining accountability and compliance with local, state, and federal permits and regulations. Develops and implements division policies, develops and administers comprehensive operational and capital budgets, and approves and controls division expenditures. Work is reviewed through analysis of reports, attainment of division objectives, and compliance with regulatory standards. Responds to inquiries from the public, resolves issues, and represents the division at public meetings as required. Performs related duties as required.
- Establishes and carries out divisional goals and objectives, and strategies for evaluating and benchmarking operational effectiveness.
- Provides management for the IRCDUS Water/Wastewater treatment, reuse distribution, wastewater collection, and water distribution systems to include all main and ancillary pipelines, hydrants, lift stations, manholes, and related infrastructure. Oversees and evaluates the daily and emergency operations in support of IRCDUS.
- Coordinates and supervises the operations and maintenance of the Water/wastewater treatment plants, collection and distribution infrastructure and equipment; assures compliance with regulatory rules and permitting standards for public health and safety; and evaluates operational and maintenance activities for effectiveness, compliance, and efficient use of resources.
- Identifies operational deficiencies, evaluates and recommends improvements to systems and work processes.
- Develops Division policies and procedures as they relate to safety, work efficiency, and other matters concerning division operations.
- Coordinates and provides working knowledge/field condition assessments with Engineers in preparing technical specifications/plans and drawings, cost estimates, and/or time schedules for a variety of water/wastewater treatment plants, collection and distribution projects.
- Coordinates with Capital Projects Manager and/or Engineers to provide guidance to staff within the scope of a specific project.
- Reviews and discusses collection and distribution system and proposed developmental and engineering plans with County staff, engineers, and contractors to provide/exchange information on the current treatment plant, collection and distribution issues, and for project planning and coordination.
- Develops communication plans regarding maintenance, repairs, and projects that may impact the delivery of services to customers/other internal stakeholders (i.e. Public Works).
- Assures regulatory/permit compliance, and oversees collection and water system operations during construction projects.
- Provides oversight and management of the operations, water production and distribution, wastewater treatment and collection and environmental compliance functions.
- Coordinates the development of the annual budget for the respective divisions.
- Evaluates assigned personnel for efficiency and effectiveness, makes recommendations for hiring, promotion, discipline, training, and development of personnel.
- Analyzes work schedules, budget reports, and invoices
- Meets with county, state, and federal regulatory representatives to discuss/address compliance issues. May accompany representatives on inspections.
- Reviews equipment use data to identify operational needs and improve efficiencies.
- Coordinates compliance with all local, state, and federal regulations, including but not limited to backflow regulations, fire protection requirements, warehouse inventory, processes, and treatment plants, collection/distribution systems as required by state/federal regulatory statutes.
- Coordinates with other division managers/supervisors concerning activities and projects to collaboratively plan for projected system needs.
- Prepares county, state, and federal reports, as necessary.
- Consults various manuals, online resources, and references to assure compliance with applicable regulatory standards, and to gain information for treatment plant operations, collection, and distribution division expansion planning, i.e., state and federal regulatory reports, construction drawings, electrical diagrams, instrumentation drawings, MIS data, engineering manuals, specifications manuals.
- Maintains current knowledge of trends and developments in treatment plant operation, collection/distribution technology, operating methods, advanced equipment and instrumentation; and county, state, and federal regulatory practices as related to utilities collection and distribution standards.
- Researches and reviews potential use of new materials and repair/replacement methods that are applicable to water distribution and wastewater collection systems and provides input for updates to the construction standards.
- Reviews and critiques for the expansion and/or upgrade of proposed systems.
- Meets with and coordinates activities involving other utilities and private contractors, as well as applicable state, county, and local officials.
- Works closely with other staff members and/or consulting engineers on the design of new treatment plants, water distribution, and wastewater collection systems, as warranted.
- Researches, prepares, and submits various reports, memos, letters, and documents to the appropriate agencies, firms, and/or other departments or Director of Utility Services, as needed.
- Responds to and resolves issues and inquiries from the public and participates in public meetings as required.
- May be required to operate a motor vehicle in performance of assigned tasks.
Education and Experience:
Bachelor’s degree in a related field supplemented by a minimum of ten (10) years directly related progressively responsible experience relating to the operation, maintenance and repair of Water/Wastewater treatment plants, water distribution, reuse, and wastewater collection systems demonstrating effective management of the system, personnel, and projects. A combination of education and directly related experience may be considered.
A minimum of five (5) years of supervisory experience
Licenses, Certifications, or Registrations:
Must possess and maintain at a minimum Class A Water or Wastewater license, dual certification preferred.
Must possess a valid State of Florida Driver’s License as well as have and maintain an acceptable driving record.
Knowledge, Abilities, and Skills:
Knowledge of water/wastewater operations and engineering.
Knowledge and ability to interpret federal, state, and local laws, rules, and regulations as they pertain to the construction, repair, operation, and maintenance of water distribution and wastewater collection systems.
Knowledge of occupational hazards and ability to implement safety procedures as they may pertain to water distribution and wastewater collection systems.
Knowledge and ability to assess sewage lift station performance and submit proper criteria for maintenance, repair, and/or replacement. This should include knowledge of various types of lift station pumps and their proper use given certain physical conditions, and knowledge of computer-enhanced telemetry systems and the application of such systems in the daily operation of lift stations.
Ability to establish and maintain effective working relationships with industry professionals, other members of management, subordinates, and the general public.
Knowledge and ability to effectively compile, propose and administer yearly fiscal budgets for the operation of water/wastewater treatment plants, water distribution, and wastewater collection systems.
Ability and skill to supervise and direct the activities of subordinates including union and non-union personnel.
Ability and skill to generate and effectively communicate both orally and in writing to a wide variety of audiences.
Ability and willingness to respond to emergency situations, 365/24/7 as necessary.
Ability to read and comprehend technical reports, work orders, equipment and tool manuals, safety manuals, computer screen, computer printouts, and other material.
Ability to understand and comprehend plan/profile prints, technical diagrams, drawings, and maps as they relate to treatment plants, water distribution, and wastewater collection systems.
Ability to understand and comprehend mathematics and basic engineering as it relates to volumes, flows, capacity and pumping rates, etc.
Ability to use a computer in a proficient manner.
Ability to maintain a professional attitude while working in close proximity with others under situations of duress.
