Job Description
Title of Position: Housing Director
Immediate Supervisor: Executive Director
1. Responsible for the overall development, implementation and management of Emergency Solutions Grant (ESG RR), HUD’s Permanent Housing for the Disabled (PHD), Director will also oversee/implement/reporting of the Southwest Rapid Re-Housing Program (SWRR), oversee case management services provided for the Veteran’s program through NCCDC.
2. Responsible for the approval of maintenance of Parkhill Apartments and Blairsville properties.
3. Responsible for the supervision of the Maintenance Worker as it pertains to Parkhill Apartments and Blairsville properties.
4. Responsible for managing tenants in ICCAP and leased apartments.
5. Will screen new tenants for ICCAP apartments, and HUD Programs, handle leases, collect rents, and manage monthly invoicing for ICCAP apartments.
6. Responsible for overseeing data entered into ORS and in the Homeless Management Information System (HMIS) data systems for HUD programs.
7. Responsible for community relations as it relates to ESG RR, Rep Payee, and PHD programs.
8. Responsible for assisting with grants, program development and reporting as it relates to programs overseeing.
1. Develop, coordinate and implement policies and procedures for the operation of ESG RR, PHD, and Rep Payee programs.
2. Coordinate the ESG, NCCDC/Veteran program, and PHD programs with all other agency programs.
3. Prepare grant applications for HUD programs in cooperation with the Executive Director.
4. Oversee the development, maintenance/follow-up, and success of case management services as it pertains to program’s staff and clients.
5. Ensure that contractual and program/project outcomes and reporting are achieved.
6. Work cooperatively with other agencies and staff in implementing programs.
7. Responsible for public and community relations and the promotion and education of ICCAP’s programs in cooperation with the Executive Director.
8. Prepare payment authorizations as required for programs.
9. Responsible for tracking all rents/housing for ICCAP and PHD properties..
10. Will screen tenants, handle leases, collect and adjust rents for ICCAP properties.
11. Will initiate all evictions and represent the agency in legal proceedings for all apartments and leased apartments.
12. Will work with the Maintenance Worker to insure unit inspections are completed, obtaining an inspection report upon someone exiting an apartment, and determining what portion of security deposit will be returned to the tenant.
13. Assist with internal coordination, record keeping and reporting as required.
14. Represent department on management team in overall agency planning and development.
15. Work as a team and maintain a positive attitude.

1. BA/BS degree in related field and/or minimum of three years related experience.
2. Demonstrated supervisory capabilities.
3. Strong communication skills; both verbal and written.
4. Good organizational skills, and have the ability to meet deadlines in a timely manner.
5. Experience in grant writing and/or proposals.
6. Knowledge of Indiana County’s social service network and community resources.
7. Possession of a valid PA driver’s license, reliable transportation and be willing to travel in Indiana County and other counties if required.
8. Demonstrated ability to mobilize community resources.
9. Demonstrated familiarity with social service program development.
10. Experience in counseling or case management.
11. Working knowledge of computers, including MS Word, Excel, and be willing to learn, and utilize agency software programs such as ORS, as they pertain to this position.
12. Must have a thorough knowledge of statewide and national laws regarding the proper way to screen tenants, handle security deposits, terminate a lease, evict a tenant, and comply with property safety standards.
13. Ability to supervise and work with staff to achieve desired outputs.
14. Must have or be willing to obtain Motor Vehicle Report, Act 33 & 34 clearances and FBI clearance with fingerprinting.
15. Must have vehicle insurance to comply with agency standards of coverage.
Job Type: Full-time
Pay: $17.30 per hour
