Qualifications and Requirements

1. Baccalaureate or Advanced Degree in early childhood development, child development and family relations, psychology, social work or a related field.

2. Experience in Supervising.

3. Must have grantsmanship skills.

4. Must have access to transportation, be able to work some evenings and travel out of the area.

5. Must have sensitivity to the needs of young children and their families.

6. Must have sensitivity to the goals of the Head Start program.

7. Must satisfactorily complete medical exam, tuberculin test, and drug screening and sex offender registry check.

8. Must obtain a PA child abuse history clearance and a PA state police criminal record check, including fingerprints, and FBI criminal history fingerprint-based record check.

Responsibilities

1. Ensures compliance with all guidelines as outlined by the funding source.

2. Plans and implements the program to meet the needs of the community.

3. Annually updates community partnership agreements with appropriate agencies.

4. Maintains professional relationships with community resources.

5. Monitors, supervises and evaluates all Early Head Start personnel.

6. Coordinates a formalized orientation for new Early Head Start staff.

7. Maintains an internal and external communication system for Early Head Start.

8. Exhibits basic understanding of child development, family development,

a community partnership building and staff development.

9. Promotes parent engagementthrough committees in the development of the goals and objectives and achieving outcomes of the program.

10. Coordinates training opportunities for staff and parents.

11. Maintains confidentiality of family records.

12. Conducts home visits as needed and as part of a staff monitoring.

13. Ensures that a system is implemented that provides the identification of family strengths and results in family goal planning and achieving outcomes.

14. Guides the planning and implementation of a comprehensive child development program that meets the Early Head Start definition of curriculum.

15. Coordinates and trains community volunteers and interns.

16. Ensures assessment data is collected, aggregated, and analyzed four times a year.

17. Develops school readiness goals for toddlers and infants.

18. Advocates for Early Head Start families

19. Maintains the monitoring and record keeping system for Early Head Start.

20. Cooperates successfully as a member of the management team.

21. Provides information to and works closely with appropriate committees of the policy council.

22. Participates in the development of proposals for additional funding.

23. Prepares annual Program Information Report (PIR) for Early Head Start.

24. Participates in the self-assessment process.

25. Pursues job training as needed or directed.

26. Attends meetings as directed.

27. Responsible for updating, integrating, and implementing new program mandates into the work plans for each Early Head Start service area.

28. Monitors the progress of Early Head Start staff’s individualized training plans.

29. Contributes to the yearly program calendar, annual report, and parent handbook.

30. Writes and/or updates the Early Head Start portion of the service plan for the annual grant submission.

31. Monitors needed supplies and equipment for Early Head Start.

32. Attends all periodic staff meetings and training sessions.

33. Will substitute as bus monitor where appropriate.

34. Duties as assigned consistent with job function.

Skills, Abilities and Physical Demands

1. Physical and mental ability to supervise, assist, and respond quickly to program participants.

2. Ability to sit at a desk for extended periods of time and perform work functions.

3. Computer competency required
