To serve as a civilian employee of the Indiana State Police (ISP) whose primary responsibility is to be accountable for the performance of the Forensic Firearms Identification Unit within the context of the Laboratory’s mission.

This position has responsibilities for BOTH the Fort Wayne Regional Laboratory and the Lowell Regional Laboratory.

Job Duties

  • Participate in the establishment of Unit priorities, goals, and objectives necessary in accomplishing the mission of the Laboratory.
  • Monitor, evaluate, and document performance of personnel assigned to the Unit.
  • Plan, direct, and supervise the work associated with the Unit.
  • Fulfill the quality assurance responsibilities of the Unit as required by the Division Quality Assurance Program.
  • Maintain analytical proficiency in forensic firearms and tool mark analysis.
  • Perform administrative and support functions as necessary to maintain analytical services.
  • Maintain the firearms and documentation of the ISP Laboratory’s Firearm Reference Collection.
  • Maintain effective communication with the scientific and criminal justice communities and Department personnel.
  • Conduct analysis on routine and highly complex forensic firearms and tool mark evidence utilizing approved Unit Test Methods.
  • Communicate analytical procedures, methodology, policies, and conclusions to various elements in the criminal justice system including court testimony as an expert witness.
  • Propose and implement Unit goals and objectives.
  • Distribute casework and operational assignments to Unit personnel.
  • Participate in the formulation of budget requests.
  • Validate or supervise validation of new technical procedures.
  • Maintain the Unit’s resource materials.
  • Maintain documentation of technical procedures in the Unit Test Methods.
  • Ensure the use of appropriate controls and standards.
  • Participate in creation and annual review of management system documents.
  • Provide and review proficiency testing and maintain associated records within the Unit.
  • Monitor conclusions and expert testimony of Unit personnel.
  • Direct, supervise, and evaluate the performance of Unit and other laboratory personnel as needed.
  • Identify training needs, develop, and administer training programs.
  • Prepare recommendations with justification and specifications for the purchase of equipment and supplies.
  • Ensure compliance with accreditation requirements, Standard Operating Procedures, Rules, Regulations, and Laboratory policies.
  • Perform other duties as required.

Job Qualifications

  • Bachelor's degree or higher with natural and/or forensic science courses.
  • Three years of full time experience in a forensic firearms and tool mark analysis position.
  • Successful completion of an ISP recognized forensic firearms and tool mark analysis training and/or testing program and competency testing.
  • Advanced knowledge of firearms and ammunitions components.
  • Advanced knowledge of theory and practical operation of relevant scientific instrumentation and analytical techniques within the Unit.
  • Ability to perform complex scientific procedures in an unbiased manner following the Unit Test Methods.
  • Ability to comprehend, demonstrate, and explain advanced knowledge of theory and practical operation of various scientific instruments and analytical techniques.
  • Ability to effectively operate various computer systems and software.
  • Ability to operate and maintain laboratory equipment.
  • Ability to manage and adhere to established laboratory safety practices.
  • Ability to comprehend and apply management and leadership theories and techniques.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to testify as an expert witness in an objective, unbiased, and professional manner.
  • Must be able to differentiate colors as evidenced by medical certification.

Pay: $75,010.00 per year
