GENERAL SUMMARY

The Security Systems Manager oversees the critical operation of the Indianapolis International Airport security and access control system, the ID credentialing system and the closed-circuit television system.  Directs and manages security key accountability, adjudicates employee background checks, security training and the issuing of Airport identification media.  The SSM is responsible for Homeland Security – Transportation Security Administration federal regulatory compliance, maintaining records and correspondence.  The Security manager reviews required floor plans to ensure “Security Safety Plans” are met and compliant.

 

The SSM handles administrative functions, complaints, and supervises Security Specialists and Badging Assistant and serves as an alternate Airport Security Coordinator.  The manager builds and oversees the department’s budget, purchase orders, and procurement.  The SSM oversees the contract of private security workforce, related compliance, and selection for approved security companies. These systems and processes are critical to the overall vetting of personnel and essential infrastructure security of the IAA.

 

The responsibilities of this position require the exercise of initiative, good judgment and confidentiality.

 

ESSENTIAL FUNCTIONS

  • Develop and maintain a thorough understanding of 14 CFR Parts 139 and 49 CFR Parts 1500, 1520, 1540, 1542, 1544
  • Manage the security and access control system, ensuring database accuracy, reliability and system operation; creates and assigns security authorization clearance codes; programs logical devices and adheres to security regulations and legal issues
  • Administer the security closed-circuit television system (CCTV), ensuring connectivity, recordings, user access and camera maintenance, and adheres to security regulations, and legal and privacy issues
  • Plans, organizes and directs the work of employees engaged in operating the Security and Badging office.
  • Supervises direct reports, sets goals, ensures training requirements are achieved, monitors and approves leave time and timecard requests of four (4) direct reports
    • Provide oversight and direction to direct reports.
    • Coach, counsel, mentor and develop direct reports, including oversight of performance reviews and providing career development planning and opportunities.
    • Empower direct reports to take responsibility for their job and goals, delegating responsibility and expecting regular feedback and accountability.
    • Lead direct reports to regularly exercise the organization’s five (5) Strategic Pillars of Customer Service, Economic Development, Stability & Sustainability, Workforce Development and Community Engagement.
  • Responsible for credentialing all airport badge holders and maintaining the credentialing database and associated security authorization clearance codes; supervises collection of fingerprints and demographic data for background checks; evaluates requests for IND badges; issues penalties for non-compliance to credentialing procedures
  • Directs and reviews the results of Criminal History Records Checks (CHRC) and Security Threat Assessments (STA) checks required by regulation; protects the badge applicant’s private information; makes decisions on an applicant’s badge access if the applicant’s CHRC discloses a positive criminal history; adjudicates the results with the applicant and approves or denies the application
  • Directs and coordinates TSA required security training programs and drafts security educational awareness bulletins for badge holders
  • Performs security inspections of assessments and provides advice to individual airport tenants in developing their own security systems in accordance with TSA regulations; directs completion of security audits conducted with all tenant companies to ensure compliance with TSA and airport security regulations.  Performs monthly badges audits on airport tenants
  • Reviews security plans for design and construction improvements and enhancements to the airport; evaluates plans to ensure specific details conform to TSA security and safety regulations and requirements
  • Oversee the security key inventory, including database records, compliance with security regulations and stock accountability
  • Directs consultants and contractors engaged in the design, development, and implementation of airport security systems and equipment; coordinates with consultants to ensure that technological advances are incorporated in the airport's overall security program; monitors the installation, repairs, and preventive maintenance program of security-related systems
  • Ensures compliance and supports the Airport Security Program [ASP], drafts ASP changes and temporary security amendments. Annually meets with TSA regulatory agents to review the ASP
  • Direct, process, track, issue and record Security Violations to ensure payment and/or continued secured area access. Retrain violators as needed.
  • Assist authorized personnel in quick retrieval of information contained in the files and records of the physical security and CCTV systems; ensures requests are processed for CHRCs and STAs from other Airports
  • Attends client meetings resolves tenant issues and keeps stakeholders informed.  Handles and resolves customer service issues and complaints
  • Deal with the public, both in person and by telephone, providing information in reference to the Airport’s physical security systems and establishing appointment scheduling for obtaining identification media
  • Function as alternate ASC, advising ASC on security issues and TSA regulations
  • Develops and manages the 4450 budget
  • Oversees private security contract and the [4] Airport Approved Security companies ensuring compliance.
  • Serves are Customs Seal Coordinator for IAA; ensuring compliance with US Customs regulations.
  • Security liaison for the Airport Security Coordinator (ASC) with airlines and concessionaires; and may serves as acting ASC when necessary

 

MINIMUM REQUIREMENTS

  • Associate of Science Degree from an accredited institution or a combination of education and work experience providing equivalence of skillset needed:
    • Experience in data entry and ability to understand and apply computer data entry documentation
    • Knowledge of MS Office products
    • Ability to make mathematical computations
    • Ability to deal tactfully with others
  • Experience or training in physical security and/or access control systems
  • A minimum of two (2) years’ experience supervising direct reports
  • Law enforcement or military experience is a plus
  • Ability to establish and maintain an effective working relationship with individuals and agencies
  • Ability to organize and prioritize assignments
  • Ability to perform duties in a timely and efficient manner
  • Ability to conform to a flexible work schedule that may include irregular and varied days, hours, weekends, holidays and emergency call back and work at field locations
  • Successful completion of criminal history records check, and security threat assessment is required
  • Ability to perform all essential functions of the job outlined above without creating a direct threat to the safety of oneself or others

  • Physical demands:  While performing the duties of this position, the employee is required to walk, sit, use of hands to finger, handle, or feel objects, reach with hands and arms, balance, stop, talk or hear.  Ability to provide oral and written instructions regarding data entry and retrieval.  Ability to listen, communicate effectively orally and in writing, speak effectively before groups, communicate program plans, reports and correspondence.  The employee must occasionally lift and/or move up to 25 pounds or more.  Specific vision abilities required by the position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to focus.  File and store information as needed.  Work with varied and detailed materials.  Operate a motor vehicle with a valid driver’s license.  Use of a computer and other personal assistance devices (tablets or mobile phone) may be used in this position.

 

  • Work environment:  This position is performed within an office environment at least 90% of the time.  The other 10% the employee will be exposed to weather conditions prevalent at the time.  With multiple worksites the noise level varies from the office environment and the outside environment.  The incumbent in this position is expected to work independently and as part of the team.

 

Salary : $5,250 - $10,000
