The Chief of Police is responsible for delivering the overall customer experience through the administration, direction, and coordination of the Police Department. The work must be performed in accordance with accepted law enforcement practices, Departmental regulations, 49 CFR Part 1542, and Airport Security-Law Enforcement regulations. The Chief of Police is responsible for the direction and safety of all departmental personnel, visitors and employees at IND. The Chief of Police serves as the agency head, and may serve as a Division Commander, and an Alternate Security Coordinator.
Essential Functions
- Provide servant-leadership and assistance to citizens visiting, concessionaires, and clients of the Indianapolis International Airport system.
- Establishes and implements the goals, objectives, rules, regulations, policies, general orders, and procedures of the Department that support the strategies of the Indianapolis Airport Authority.
- Reviews activity and operation reports, confers with supervisory personnel, provides advice and direction to personnel in carrying out the goals, objectives, rules, regulations and procedures of the Department and the Indianapolis Airport Authority.
- Recruits, develops, and maintains an effective plan or system to carry out the goals and objectives of the Department which supports the Indianapolis Airport Authority.
- Provide oversight and direction to direct reports.
- Coach, counsel, mentor and develop direct reports, including oversight of performance reviews and providing career development planning and opportunities.
- Empower direct reports to take responsibility for their job and goals, delegating responsibility and expecting regular feedback and accountability.
- Lead direct reports to regularly exercise the organizations five (5) Strategic Pillars of Customer Service, Economic Development, Stability & Sustainability, Workforce Development and Community Engagement.
- Ensures police department maintains requirements for the Commission on the Accreditation of Law Enforcement Agencies [CALEA].
- Has a good knowledge and understanding of the requirements for an alternate airport security coordinator, threat assessments, and risk-based security.

Minimum Requirements
- Must be a U.S. citizen and be at least 21 years old at time of hire
- Possess a valid Indiana driver’s license (or obtain one within 60 days of becoming an Indiana resident).
- Shall have no felony convictions and have not been convicted of a misdemeanor crime of domestic violence prohibiting the possession and carry of a firearm.
- Shall not have been dishonorably discharged from the military.
- Uncorrected vision of 20/100 or better and corrected vision of 20/40 or better
- Must pass a Security Threat Assessment
- Must pass a medical and psychological evaluation. Have a successful Background Investigation.
- Must reside in Marion County or any of the six adjacent counties within 12 months after employment.
- The Public Safety Director may waive any of the above requirements
Required Education, Experience, and Certifications
- Ten to fifteen (10-15) years as a law enforcement officer in a police, law enforcement, or other public safety entity
- A minimum of five (5) years continuous service in a supervisory capacity with the police, law enforcement, or other public safety entity. Other entities would include, but not limited to FBI, federal security, Homeland Security experience. This requirement may be waived by the Public Safety Director.
- Bachelor’s Degree. This requirement may be waived by the Public Safety Director.
- Must complete Police Chief Executive Training under 250 IAC 2-5-1 within nine (9) months of appointment.
- Must complete or have completed classes for the National Incident Management System [NIMS].
Preferred Education, Experience, and Skills
- A Master’s Degree and experience that provides the knowledge, skill and ability to perform the duties of this position.

- Knowledge and understanding of leadership theories, practices, and human dynamics.
- Knowledge of crime analysis, detection, criminal and accident investigations, court procedures, criminal, traffic, civil laws.
- Ability to communicate effectively verbally, written, and electronically while working in with diverse cultures and experienced.
- Understanding of community focused, servant-minded personality to provide value experience to people coming to the Indianapolis International Airport.
- Ability to exercise good judgment, make decisions, and work effectively with others.

- Operate vehicle in an emergency and non-emergency situation.
- Ability to obtain the necessary proficiency in firearms training.
- Operate law enforcement communications and computer equipment.
