The Naval Undersea Warfare Center Keyport Division (NUWCDIVKPT) Detachment Pacific (Code 04/TDC) functions as NUWC’s forward presence in the Middle Pacific, Guam, and Western Pacific (WESTPAC) providing Detachment/Site Management in accordance with the Commanding Officer's (CO) letter of delegated authority to provide for program management, planning, policy, and execution of assigned programs and facility operations at the Detachment; monitor Safety and Occupational Health (SOH), physical and information security, personnel administration, including Equal Employment Opportunity (EEO) and professional development and morale, environmental compliance, appropriate interaction with all levels of Government and public affairs functions, site and area coordination for emergency preparedness, facilities management and space utilization, site material readiness, proper use of Government equipment and proper expenditure of funds, and adherence to good management practices and controls; manage the Detachment/On-Site Office (OSO); perform Navy programs duties under authority; manage military personnel allowance in accordance with Navy regulations, including Article 15 authority (non-judicial punishment); and serve as the Command's representative to the local installation CO or facility host in negotiating for utilities, security services, and facility maintenance. Divisions supported within this task are Hawaii Fleet Test and Operational Assessment Division (Code 24), Pearl Harbor Torpedo Division (Code 34), and Fleet Technical Support Division (Code 45).

 

Reporting to the Program Manager, the Operations Research Analyst-MID on the Hawaii Detachments Support Services contract. This position is located in Honolulu, HI.

 

Contractor will support various Navy organizations in the training and Certification of US Navy Surface Ships in the Undersea Warfare mission area through at-sea and in-port training events. Contractor will provide reconstruction, analysis, and feedback of US Navy Surface Ship performance during different exercises. Thorough knowledge in Surface Ship Undersea Warfare structure and doctrine as well as US Navy Underwater Systems is required. Experience with acoustic analysis. An acoustic Intelligence specialist is highly desired.

What You'll Do

  • Collect data from installed sensors aboard US Navy Surface Ships, deployed ASW Helicopters, and Maritime Patrol and Reconnaissance Aircraft (MPRA) during ASW events.
  • Reconstruct data into proprietary software.
  • Analyze ASW sensors and operational proficiency and provide feedback with tactical doctrine for specific events.
  • Collect operational and tactical feedback. Develop and provide detailed post-operational debriefs at various levels of Navy commands.
  • Travel underway on US Navy Surface Vessels as needed.
  • Analyze acoustics and ASW operations and tactics.
  • Bid and proposal support if requested.
  • Other duties as assigned.

What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this role.
  • Bachelor's degree from an accredited university is required OR Navy school(s) - 'A' and 'C' School for sonar system operator and maintenance OR Navy training and expertise in the operations of combat systems and Anti-submarine warfare (ASW) tactics.
  • At least 15 years of active-duty U.S. Navy Sonar System specific experience or 15 of years civilian employment in U.S. Navy Shipyards, Warfare Centers or Defense Contractor working on U.S. Navy Sonar Systems.
  • Ten (10) year's total experience in a supervisory, leadership, training and mentoring role directing technical personnel.
  • Ten (10) year's total in surface ship ASW systems maintenance and sensor operations.
  • Must possess basic computer literacy and data entry skills.

     

  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).

     

  • Strong attention to detail and organizational skills.

     

  • Excellent verbal and written communication skills.

     

  • Demonstrated problem-solving skills.

     

  • Must possess strong time management skills.

     

  • Must be able to work in a fast-paced, changing, and challenging environment.

     

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.

  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area or onboard submarines and in weapon facilities.

     

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

 

Desired Qualifications:

  • At least five (5) years of total experience in technical data and analysis experience in the generation of analysis products and performance assessments in air, surface or submarine undersea warfare combat systems and weapon data reduction.
  • Experience in acoustic analysis.
  • Navy rate and rank equivalency of STS/STG E7-E9.
  • Highly desirable NEC, Acoustic Intelligence (ACINT) Specialist - NEC 708B
  • Knowledge of acoustic analysis and ASW operations and tactics.
  • Experience with acoustic analysis. An acoustic Intelligence specialist is highly desired.

Education/Equivalent:

  • Bachelor's degree from an accredited university is desired.
  • Navy school(s) - 'A' and 'C' School for sonar system operator and maintenance.
  • Navy training and expertise in the operations of combat systems and Anti-submarine warfare (ASW) tactics.

 

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $46.00 – $50.00 per hour. This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
