NIWC PAC CDL & ISR ISEA Support provides In-Service Engineering Activity (ISEA) support for tactical data links and related systems in support of the US Navy. Support areas include Technical Assistance, Fleet In-Service Engineering Support, Maintenance Support, In-Service Risk Management, Integrated Logistics Support, Technical Oversight of commercial/non-governmental In-Service engineering activities, Configuration Management, Readiness and Life Cycle Analysis, Technical Documentation Development and Reliability/Availability and Maintainability (RAM) reporting and metrics.
Reporting to the Program Manager, the Technical Writer provides expertise in developing, updating, and validating technical documentation, including manuals, instructional materials, and system specifications, ensuring accuracy, clarity, and compliance with relevant standards on the NIWC PAC CDL & ISR ISEA Support Services contract. This position is located in San Diego, CA.
What You'll Do
- Provide expertise in developing, updating, and validating technical documentation, including manuals, instructional materials, and system specifications, ensuring accuracy, clarity, and compliance with relevant standards.
- Develop, update, and validate system technical manuals, manual supplements, and drawings to support operation and maintenance.
- Procure commercial manuals for fleet and training support when required.
- Identify technical manual (military and commercial) requirements and deficiencies as part of the Logistics Support Analysis (LSA) supportability evaluation.
- Develop and validate Illustrated Parts Breakdowns (IPB) and Maintenance Standards Books (MSB).
- Review and provide recommended changes to formal training for both organizational and maintenance levels.
- Develop and validate all course materials required for instruction, including curriculum, training audiovisual aids, outlines, and guides.
- Review operator and maintenance procedures to ensure course content includes key operational and maintenance topics.
- Develop training courses that provide hands-on experience with equipment and systems, including preventive and corrective maintenance procedures.
- Identify training deficiencies and maintain Computer-Based Training (CBT) programs.
- Develop new CBT programs in response to emerging fleet needs.
- Update the Navy Training Plan (NTP) and monitor current Navy training programs.
- Provide written assessments of training adequacy and recommendations for improvements.
- Bid and proposal support if requested.
- Other duties as assigned.
What We're Looking For
- An active secret clearance is required to be considered for this position.
- Bachelor's degree from an accredited university required. Additional years of experience may be substituted in lieu of a degree.
- Five (5) years of experience providing technical writing services directly to a NAVWAR Echelon III program office.
- Must possess basic computer literacy and data entry skills.
- Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
- Travel Required ~10% travel required.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $37.74 - $41.51 per hour. The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
