Job Title: Project Engineer
Location: Ponca City OK
Position Overview:
The Project Engineer at our client’s Refinery is responsible for overseeing project management activities, including FEED (Front-End Engineering Design), detailed design, and construction support for Technical Services. The Project Engineer will manage multiple projects ranging from $300,000 to $3,000,000, ensuring all are completed safely, efficiently, and within scope. We anticipate this being a long-term assignment.
Key Responsibilities:
- Serve as the single point of accountability for project management, providing expertise across all project stages.
- Oversee project costs, schedules, resources, technical requirements, safety protocols, and environmental standards.
- Collaborate with Process, Instrumentation, and Electrical Engineers to ensure effective coordination and resource management to meet project timelines.
- Support and participate in best practices for project execution, including Front-End Loading (FEL), Detailed Design, and other established methodologies.
- Partner with stakeholders to develop project charters, secure funding, manage engineering activities, and oversee construction and start-up phases of projects.
- Conduct technical and commercial bid evaluations.
- Manage vendor scopes of work, ensuring timely package delivery and a smooth transition to commissioning.
- Coordinate project status updates and technical design reviews with key stakeholders to ensure alignment with business objectives.
- Collaborate across various departments, including Areas, Inspection, PSM, Turnarounds, and Projects.
Required Qualifications:
- Legally authorized to work in the country of the job posting.
- Bachelor’s degree in Engineering (Mechanical or Civil).
- Minimum of 1 year of experience in the refining or petrochemical industry.
- Valid driver’s license.
Preferred Qualifications:
- At least 1 year of experience managing capital or expense projects.
- Proficiency in Microsoft Office applications.
- Strong written and verbal communication skills, with the ability to work effectively in a team environment.
- Ability to work across organizational boundaries to resolve conflicts and leverage resources.
- Knowledge of Front-End Loading (FEL 1-3) processes.
- Familiarity with P&IDs, equipment design, HAZOP reviews, electrical/instrument design, and generating detailed cost estimates and schedules.
- Strong organizational and scheduling abilities, with an understanding of effective project management strategies.
- Knowledge of ASME, API, and ASTM codes and standards (e.g., ASME Section VIII, ASME B31.3, ASME B16.5, API 510, API 579).
- Ability to perform and interpret pipe stress analysis and pressure vessel calculations.
- Familiarity with Standards, REPS, and site-specific clarifications.
- Basic understanding of refinery operations.
