As the Federal Contract Pricing Estimator & Analyst, you will be responsible for evaluating and analyzing proposed costs on government contracts, ensuring compliance with federal acquisition regulations (FAR) and agency specific policies, by performing detailed cost breakdowns, market research, and price analysis to develop accurate and competitive pricing strategies for proposals submitted to government agencies; they play a critical role in ensuring the profitability and integrity of federal contracts by thoroughly reviewing vendor pricing and identifying potential risks and cost-saving opportunities.
Job Summary:
The Federal Contract Proposal and Compliance Specialist is responsible for ensuring that all government contract proposals submitted by the company adhere to federal regulations and guidelines. This role involves meticulously reviewing proposal documents for accuracy and compliance, monitoring ongoing contract execution to maintain compliance throughout the contract lifecycle, and acting as a subject matter expert on government contracting rules and procedures.
Essential Duties and Responsibilities:
· Act as the primary interface between the FED/SLED Group and Operations, ensuring alignment between pricing strategies, contract requirements, and execution while fostering and maintaining positive internal relationships.
· Maintain a real-time knowledge of available inventory of company assets to ensure accurate cost estimation and pricing strategies.
· Develop, manage, and maintain key pricing catalogs for blue-sky (standard market conditions) and grey-sky (emergency or contingency pricing) models, ensuring consistency and competitive positioning.
· Analyze pricing data from industry standards, previous sales trends, and competitors, providing insights and recommendations to management.
· Perform detailed cost breakdowns of proposed government contracts to ensure accuracy and compliance with FAR and agency-specific policies.
· Conduct market research to assess labor rates, material costs, inflation trends, and competitor pricing models, informing pricing decisions.
· Develop and implement competitive pricing strategies for government contract proposals, ensuring alignment with company objectives and profitability targets.
· Review and analyze vendor pricing, identifying potential risks, discrepancies, and cost-saving opportunities.
· Collaborate with finance, procurement, operations, and program management teams to collect necessary data and refine pricing strategies.
· Prepare and present cost estimates to company leadership, contracting officers, and government audit agencies as required.
· Maintain up-to-date knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency-specific procurement regulations.
· Assist in the development and implementation of internal policies and best practices related to government contract pricing and compliance.
· Monitor ongoing contract execution to ensure continued pricing compliance and identify areas for cost optimization and efficiency improvements.
· Participate in contract negotiations, providing financial and pricing expertise to enhance contract profitability and compliance.
Requirements
· Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
· Minimum of 3 - 5 years of experience in pricing analysis, federal contracting, or cost estimation, preferably within the government contracting sector.
· Extensive knowledge of FAR, DFARS, SLED procurement policies, and federal pricing compliance regulations.
· Strong analytical and quantitative skills with a high attention to detail.
· Excellent written and verbal communication skills.
· Proficiency in Microsoft Excel (advanced functions), data analytics tools, and pricing/financial modeling software.
· Ability to work both independently and collaboratively in a fast-paced, deadline-driven environment.
· Strong organizational and multitasking skills with the ability to manage multiple pricing projects simultaneously.
· Certified Pricing Professional (CPP), Certified Federal Contracts Manager (CFCM), or similar certification preferred.
