The salary range is $80,000 - $85,000 annually, commensurate with education and experience


POSITION PURPOSE

The Facilities Manager under the general direction of the Director of Facilities, organizes, monitors, and supervises facility maintenance operations, and provides technical assistance to the Facility Supervisor and Director of Facilities.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Oversees all functions related to facility and grounds maintenance and upkeep.
  • Oversees maintenance of building equipment, including but not limited to: HVAC systems, wash racks and fuel lanes, fueling systems, tanks, lube systems, plumbing, and electrical systems.
  • Coordinates on-call coverage of facilities and properties in the event of an emergency, including water and/or gas leak repairs, snow removal, etc.
  • Oversees the work order process, prioritizing work and establishing work schedules.
  • Adhere to facility system and equipment preventative maintenance programs, providing updates to schedules as needed.
  • Evaluate maintenance and cleaning performance at all bus stops and shelters to ensure maintenance and cleaning tasks are performed. 
  • Ensures damage to signs, posts, shelters, bike racks, and benches is repaired.
  • Serves as the project manager as needed for contracts involving building updates, new site builds, and installations of shelters, benches, bike racks, etc.
  • Ensures contract services provided are routinely audited and findings are reported.
  • Helps to manage environmental program for the building and other properties.
  • Ensures compliance with all federal, state, and local regulations regarding facility maintenance, repairs, and upgrades, including the EPA and state and local agencies for inspections and permits.
  • Makes recommendations for the improvement, expansion, and development of the corporation’s facilities.
  • Provides support for other departments on activities that require the use of specific facilities or facilities personnel.
  • Performs related work as required.

OTHER FUNCTIONS

  • Reviews facilities compliance to regulatory guidelines (i.e., OSHA, EPA, IDEM).
  • Assist in the preparation of various contracts, requests for proposals, and reports.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of facility maintenance.
  • Performs other duties as assigned.

 

SUPERVISORY RESPONSIBILITIES

  • Directly supervises four or more employees.
  • Applies supervisory responsibilities according to organizational policies and applicable laws. 
  • Reviews and maintains productivity standards for employees.
  • Plans, schedules, assigns, and directs work; sets goals for the staff; evaluates and manages employee performance; addresses complaints and resolves employee issues.

 

EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must have the following education and/or experience.

  • Formal trade school or an associate degree in a facility management or engineering program or related field preferred.
  • Minimum of five (5) years of building or facilities maintenance experience required.
  • Any equivalent combination of training, education, and/or experience that provides the required skills, knowledge, and abilities will be considered.

 

KNOWLEDGE, SKILLS, AND ABILITIES

The requirements listed below are representative of the knowledge, skills, and/or abilities required to perform each essential duty satisfactorily.

  • Knowledge of methods and techniques of facility and/or building maintenance.
  • Knowledge of engineering, design, blueprints, landscaping techniques, drainage systems, and site preparations.
  • Ability to read and understand construction drawings, plans, and specifications.
  • Ability to develop cost estimates for supplies and equipment; manage budgets.
  • Knowledge of equipment, tools, and materials used in facility maintenance activities.
  • Knowledge of construction and project management principles; ability to meet schedules and deadlines of work.
  • Knowledge of occupational hazards, and safety rules and regulations.
  • Knowledge of applicable EPA and environmental issues, and the ability to coordinate with building authorities to obtain permits and inspections.
  • Knowledge of local, state, and federal laws, ordinances, regulations, codes, and rules, particularly in zoning and environment.
  • General working knowledge of electrical, heating, ventilation, and air conditioning (HVAC), hydraulics, pneumatics, and plumbing.
  • Proficiency in using a computer and related technology, including proficiency with Microsoft Office, the Internet, and complex spreadsheets and databases.
  • Ability to foresee and address issues.
  • Ability to operate office equipment, including copiers, fax machines, and phones.
  • Ability to interact with others, both in person and through phone, e-mail, and written correspondence; including interaction with internal and external constituents.
  • Above average decision-making and problem-solving abilities.
  • Above average mathematical abilities (addition, subtraction, multiplication, division, percentages, ratios, and fractions).
  • Ability to prioritize, organize, and manage tasks and time effectively.

 

PHYSICAL DEMANDS

The physical demands described here are representative of those an individual must meet to successfully perform the essential functions of this job.

  • Ability to work in a deadline-oriented office/garage/warehouse environment.
  • Ability to work independently with minimal supervision.
  • Ability to remain stationary for long periods of time, moving throughout the workday, often between departments and facilities. 
  • Ability to recognize and respond to hazards.
  • Ability to identify and distinguish colors to recognize various fluids in equipment.
  • Requires some exposure to heavy machinery/equipment, excessive noise, extreme temperatures, fumes/odors, some hazardous materials, and dirt/dust.
  • Local travel is required; evening and weekend work is required occasionally.
