 POSITION PURPOSE

The Transportation Supervisor is responsible for supervising and managing the daily operations of the fixed route and/or flexible transportation systems. This position ensures safe and efficient transportation operations by supervising coach operators, monitoring services and schedules, resolving operating problems and customer issues, and informing relevant parties of any service changes and adjustments.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS

  • Supervises and manages the daily operation of the fixed route and flexible transportation systems and transit center, ensuring compliance with city, local, state, and federal laws governing transit services. 
  • Ensures minimum variation in scheduled bus service and passenger safety by managing on-site (CTC) and street operations and computerized radio equipment and initiating communication with the city’s police, security, fire departments, and local construction companies that might affect service.
  • Resolves day-to-day operating problems that arise, including but not limited to vehicle breakdowns, accidents, and missed or late routes.
  • Makes appropriate decisions regarding restoring or maintaining service, using independent judgment.
  • Writes and distributes informative communications for the stakeholders about services, schedules, and necessary changes due to emergencies and special events and circumstances.
  • Investigate customer complaints and resolve passenger disputes related to the provision of service.
  • Monitors Coach Operators, riding the system to evaluate operator efficiency and maintain assigned operator records.
  • Works with the Emergency Operations Center (EOC) to develop training exercises and respond to real-time emergencies.
  • Investigates accidents, including but not limited to the scene of accident management, compiling information, and executing company policy about post-accident procedures.
  • Provides detour planning expertise to city officials for special events.
  • Conducts investigations related to Coach Operators; supports grievance hearings, Loudermill hearings, and terminations.

 OTHER FUNCTIONS

  • Makes recommendations to management to improve operations, decrease turnaround times, and streamline work processes. 
  • Works cooperatively to provide superior customer service.
  • Supervises the Service Center and Radio Control Dispatch Room when required.
  • Manages and responds to Transportation Department issues after regular business hours.
  • Partners with Human Resources to ensure Department of Transportation, Federal Transit Administration Drug & Alcohol Program compliance.
  • Performs other duties as assigned.

 SUPERVISORY RESPONSIBILITIES

  • Directly supervises 12-15 employees.
  • Applies supervisory responsibilities according to organizational policies, collective bargaining agreements, and applicable laws.
  • Interviews, hires, and trains employees; plans, schedules, assigns, and directs work according to the current collective bargaining agreement; evaluates and manages employee performance; addresses complaints and resolves employee issues.

 EDUCATION AND/OR EXPERIENCE

To perform this job successfully, an individual must have the following education and/or experience.

  • Associate degree in Business Administration or related field preferred. 
  • Must have Class B CDL with passenger endorsement or ability to obtain within six months of hire date required.
  • No more than one preventable motor vehicle accident within the previous twelve (12) months. 
  • No more than two active points on your driver’s license within the previous 36 months.
  • Passenger Transportation experience preferred. 

 KNOWLEDGE, SKILLS, AND ABILITIES

The requirements below represent the knowledge, skills, and/or abilities required to perform each essential duty satisfactorily.

  • Knowledge of streets, landmarks, and geography of Marion County and IPTC bus routes.
  • Proficiency in using a computer and related technology, including Microsoft Office, the internet, spreadsheets, and databases.
  • Ability to operate laptops, tablets, and two-way communication devices, including troubleshooting basic techniques.
  • Ability to operate office equipment, including copiers, fax machines, and phones.
  • Ability to communicate effectively, both orally and in writing, with individuals and groups regarding corporation policies and procedures, using tact, patience, and courtesy in dealing with angry or upset individuals.
  • Above-average decision-making abilities in a time-sensitive environment.
  • Basic mathematical abilities (addition, subtraction, multiplication, and division).
  • Ability to process and analyze data.
  • Ability to track and control expenses and revenues.
  • Ability to prioritize, organize, and manage tasks and time effectively.
  • Ability to direct, influence, and motivate others.

 PHYSICAL DEMANDS

The physical demands described here represent those an individual must meet to perform the essential functions of this job successfully.

  • Ability to work in a deadline-oriented office environment.
  • Ability to work independently with minimal supervision.
  • Ability to remain stationary for extended periods. 
  • Ability to direct traffic in cases of emergency.
  • Ability to work for an extended period in harsh weather conditions.
  • Some local travel using corporation vehicle is required, including travel between facilities based on need and assignment.
