Job Description
This position provides regulatory expertise, coaching and hands-on support to drive process safety and risk management performance. The position delivers regulatory and company safety training and applies requirements site-wide. It works and liaises with all levels of INEOS employees, external agencies and peers throughout the Company. This position will contribute to INEOS SHE goals and will be a key player in evaluating and monitoring risk at Texas City.

Job Description
This position provides regulatory expertise, coaching and hands-on support to drive process safety and risk management performance. The position delivers regulatory and company safety training and applies requirements site-wide. This position will contribute to INEOS SHE goals and will be a key player in evaluating and monitoring risk at Texas City.
- Provide expertise, coaching, consultation, and hands-on support to customers across the Texas City Site for both Aromatics and Styrolution businesses.
- Addresses process safety and risk management issues.
- Provide coaching to the organization regarding OSHA and PSM requirements.
- Support the continued development of the site Risk Register. This includes providing inputs to the register and tracking risk reduction action plans.
- Ensure that risk notification documents are put together on an annual basis.
- Use and support risk assessment tools.
- Provide guidance to projects and operations on the assessment of fire, explosion and toxic hazards.
- Provide guidance on the application of Process Safety ATPs, IGGNs, and SGGNs to Texas City.
- Review, interpret, and clarify regulatory and INEOS requirements applicable to the Texas City Site, and take initiative to ensure site programs comply with requirements.
- Provide assurance of data being inputted into the Risk Assessment Tool and ensure the tool is fit for purpose.
- Conduct various risk assessments associated with new projects, HAZOP/LOPA, and Control of Work exceptions.
- Understand management systems, OMS, and INEOS standards and work with operations, maintenance and engineering teams to deliver programs that fulfill requirements and deliver performance results.
- Manage assigned process safety and risk programs and procedures, monitor conformance and intervene to improve performance.
- Lead and participate in risk assessments to identify hazards, potential impacts, and agreement of appropriate risk management measures
- Monitor and audit process safety and risk programs, and practices and follows-up to improve performance
- Network with peers across the corporation to ensure consistency of interpretation and shares best practices
- Provide support to turnarounds and capital projects.
- Understand how your work affects the environment. Provide leadership to minimize impact on the environment. Communicate the importance of these issues.
- Uphold INEOS's commitment to health, safety, and security. Provides leadership to uphold INEOS's SHE policies. Communicates the importance of these issues. Supports the site Local Operating Management System (LOMS).
- Active member of the site Incident Management Team
- Maintains the Compliance Management System as subject matter expert for Personal Safety, Process Safety Management and RMP and monitors for compliance with regulatory, Group and site requirements, identifying issues and suitable interventions. Accountable for changes to legal requirements and management of change applicability register and SHE compliance matrix (Essential Compliance Task Manager) for Process Safety Management.
- Technical Authority for Control of Work, Process Safety and Personal Safety.
- Compliance with and promotion of behavioral and process safety initiatives and measures – supporting INEOS 20 Principals, IGGNs, SGGNs, SHE KPI’s, Risk Assessments, etc.
- Ensures that operating envelopes are risk assessed and updated during area revalidations hazard assessments.
- Leads investigation of incidents as required.
- Interface with government agencies as necessary: OSHA, EPA, etc.
- Degree required: BS degree in Engineering (Mechanical or Chemical Preferred). A Masters in a Safety Science or Industrial Hygiene is a plus
- Number of Years Experience Preferred for Entry: 10-15 years in process safety
- Experience in leading and participation in risk assessments such as: HAZOPs/HAZID, FMEA, and LOPA assessments.
- Hazard identification and consequence assessment techniques for fires, explosions, and toxic releases.
- Experience in applying Quantitative and Qualitative Risk Assessment
- Knowledge and application of process safety, regulatory requirements, industry codes and standards and recommend practices for process equipment
- Number of Years Experience Required for Competency: 10 in Process Safety
- Certifications Required: PE and CSP preferred
- Language(s) Needed: Must have excellent verbal and written skills in English
- Strong emphasis on ethics.
