The Olefins & Polymers USA division of INEOS USA LLC (O&P) ranks among North America's largest producers of olefins and polyolefins. Within this division, the Pipeline Supply Organization (PSO) manages the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and over 500 miles of pipelines in the South Texas area. The Hobbs Fractionation Complex is responsible for separating Y-Grade NGLs and producing C2s, C3s, and C4 , playing a crucial role in the CBW supply portfolio. The Stratton Ridge salt dome storage facility stores various feedstocks and products, seamlessly integrating with the pipeline systems for efficient transport and distribution.Â
How the Role Fits In :
The Maintenance Superintendent is responsible for routine and unusual maintenance activities which average approximately $10MM per year. In addition, this position has joint responsibilities for any outages in these areas with the Operations Coordinator of the given area; major outages occur on several year cycles in each area and average approximately $ 3MM . This position is responsible for ensuring that all maintenance activities are executed in a safe and efficient manner and that repair quality is maintained to ensure mechanical integrity and reliability. This role reports to the Site Manager and has 3 direct reports, 6 indirect reports and manages the contract workforce
The Mechanical Superintendent is responsible for the cost of maintenance at the site and the management of costs for all third-party contractors. Additionally, this person will be able to drive significant changes with the use of SAP as a CMMS including proper management of work orders, spending and reporting. A key member of the Stratton Ridge leadership team, the Maintenance Superintendent, is expected to be closely aligned with the Site Director.
Responsibilities AND Accountabilities
Accountability 1: Safety Health Environmental (SHE)
- Coordinates team's SHE activities and meetings, to ensure compliance with SHE policies, procedures, and Process Safety Management.
- Ensures safety performance of the team within area of responsibility.
- Attendance at daily, weekly and monthly safety meetings
- Supports root cause and FMEA reviews for major issues.
- Ensures Timely completion of HAZOP, incident investigation, PSM, and other recommendations
Accountability 2: Ensure Integrity and Repair of Assets
- Effective maintenance planning and efficient execution of routine work
- Effective TAR planning and execution
- Ensure inspection records, RV’s, and legally required PM’s are current on all equipment
- Ensure staff are competent on all policies and regulations
- Adherence to API, ASME and ANSI standards and industry practices
- Working knowledge of industry standards and emerging trends
- Audit compliance with PS/IM standard and take corrective action as necessary
- Leads planning/organization alignment processes and activities between site Operations and Integrity teams to improve the manufacturing organization performance.
- Provides oversight for the day-to-day activities of the assets to ensure the materials produced and services rendered meet or exceed the requirements of customers
- Develop, support, and implement cost reduction strategies
- Achieve and maintain first quartile cost performance
- Support and implement availability improvement strategies
- Develop annual budget
- Forecast spending pattern for the year
- Review actual costs and provide monthly variance analysis
- Support O&P business goals
Accountability 3: Leadership; develop and manage craftsmen and Team Leaders
- Lead hiring process for crafts
- Ensure appropriate safety and craft training is in place and executed
- Develop leadership skills of Team Leaders
- Conducts periodic performance review, workload prioritization and team meetings to maintain continuous delivery, high productivity and customer focus
- Engage third party contractors in routine performance and improvement discussions
- Manage off-site visits of off-site equipment repairs
Accountability 4: Long Term Asset Strategy
- Develop criticality assessment for all PSO assets
- Align spare parts management with criticality and actively manage stores stock to ensure site is well represented
- Develop PM/PdM programs for all high criticality equipment
- Support CAPEX/REVEX development to support improvement efforts for site reliability/growth
Skills & Knowledge Required
Level of Education & Experience
- BS or MS degree in Mechanical or Materials Engineering or other relevant degree
- In lieu of educational requirement, 15 years of supervisory experience within a pipeline operation/maintenance organization.
- Operations Management experience obtained through demonstrated leadership and outstanding performance in operational functional roles
- Eight (8) years of experience leading and supervising technical professionals and/or operations personnel in operations and/or engineering in a manufacturing environment
Preferred (but not required):
- Professional Certification such as P.E.
Skills and Knowledge
- Experience and knowledge of chemical/maintenance operations and regulation
- Experience and knowledge of API, ANSI, ASME Industry Standards
- Strong knowledge in pipeline operations (de/recommissioning of pipelines, internal line inspections, flaring requirement,)
- Experience with Texas RRC regulations for storage caverns and pipelines
