The Olefins & Polymers USA division of INEOS USA LLC (O&P) ranks among North America's largest producers of olefins and polyolefins. Within this division, the Pipeline Supply Organization (PSO) manages the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and over 500 miles of pipelines in the South Texas area. The Hobbs Fractionation Complex is responsible for separating Y-Grade NGLs and producing C2s, C3s, and C4 , playing a crucial role in the CBW supply portfolio. The Stratton Ridge salt dome storage facility stores various feedstocks and products, seamlessly integrating with the pipeline systems for efficient transport and distribution.Â
How the Role Fits In :
The Pipeline Superintendent has the responsibility for an extensive pipeline system that crosses multiple INEOS business units.  Extensive technical knowledge is required since the pipeline system is connected to Chocolate Bayou process units and INEOS customers. The Pipeline Operations Superintendent is responsible for overseeing the daily operations, maintenance, and management of pipeline systems. This role ensures the safe, efficient, and compliant transportation of feedstocks and final products. The superintendent will lead a team of professionals, coordinate with various departments, and manage resources to maintain optimal pipeline performance.
The Pipeline Superintendent will represent INEOS O&P within the community, other pipeline operators and local response organizations. This role will be integral for the positive alignment of PSO with outside stakeholders. A key role will be the review of potential pipeline conflicts and/or relocation requests by various outside parties and as such must be well versed in letters of no objection reviews.
Responsibilities AND Accountabilities
Accountability 1: Safety Health Environmental (SHE)
- Coordinates team's SHE activities and meetings, to ensure compliance with SHE policies, procedures, and Process Safety Management
- Ensures safety performance of team within area of responsibility
- Supports environmental activities to ensure compliance with federal, state and local regulations while focusing efforts to reduce emissions for permitting as applicable
- Promotes the commitment to operate assets with no harm to people and to the environment by visibly demonstrating Safety Leadership
- Supports and leads pipeline assets’ SHE activities, meetings, and inspections to ensure the assets’ compliance with PSO policies and procedures, OSHA, PSM, DOT, EPA, TCEQ, and TXRRC
- Works in concert with Integrity team to execute pipeline integrity plan to ensure compliance with PHMSA and TXRRC requirements
- Supports HAZOPs and SHE compliance audits by ensuring resources are available to participate and resolve recommendations through to completion
- Ensure resolution of Management of Changes (MOC’s), Hazop’s and SHE related action items
Accountability 2: Pipeline Operation and Maintenance
- Ensures and manages financial performance accountability with other PSO work groups including other site operations areas, Land Management, Integrity, SHE and commercial/business optimization
- Ensures that Pipeline team is functioning as an integrated team supporting the PSO organization as a whole
- Leads change necessary for improvement by ensuring the resources from Operations team are supported by capitalizing on best practices, skills and competencies to streamline execution
- Develops and utilizes process for prioritizing technical service requests, and monitoring their completion
- Actively shares lessons in operations performance and best operating practices across the site and with other manufacturing locations
- Leads planning/organization alignment processes and activities between site resource teams and Applied Technology to improve the manufacturing organization performance
- Leads and facilitates the team and operations personnel to identify improvement opportunities in the areas of Safety, Reliability, and Productivity. Interface with Maintenance team to set and manage priorities to ensure the immediate and long-term reliability of the facility
- Provides oversight for the day-to-day activities of the assets to ensure the materials produced and services rendered meet or exceed the requirements of customers
- Develop key metrics to monitor pipeline operating performance
- Develop, support, and implement cost reduction strategies
- Achieve and maintain first quartile performance
- Support and implement availability improvement strategies
- Support O&P business goals
Accountability 3: Leadership; develop and manage craftsmen and Team Leaders
- Effectively communicates the business strategies, plant strategies/performance measures and asset objectives/goals to the Pipeline team and other audiences as required
- Serves on business committees as needed representing area manufacturing or site organization
- Leads by influencing the resources available within the operations organization to ensure continuous improvements are delivered
- Evaluates personnel competencies, performance and develops plans to address the deficiencies in alignment with position roles, responsibilities and expectations
- Ensures the workforce has the tools necessary to perform their roles safely and efficiently by identifying and implementing training to address areas for improvement
- Coaches, motivates, and evaluates the technical professional and operations team to deliver exceptional business performance through top-line growth and effective cost management
- Mentors Pipeline team by providing appropriate professional and career development opportunities
- Conducts periodic performance review, workload prioritization and team meetings to maintain continuous delivery, high productivity and customer focus
Accountability 4: Act as face of INEOS to local community/landowners
- Engage lessees of INEOS granted easements to ensure compliance with lease conditions
- Engages local landowners, lessees, etc. with regard to ongoing pipeline work within INEOS easements but located within 3rd party property
- Acts as primary point of contact with parties whose land has been disturbed due to pipeline maintenance. This includes negotiating key requests for damage mitigation by the landowners and tenants
- Ensure that 3rd party pipeline operators and their subcontractors adhere to all lease conditions of INEOS granted leases and upon INEOS property
- Engages with local response teams, LEPC, OEMs with regard to emergency response
- Informs INEOS legal regarding issues with lease/term sheet non-compliance then implementing course of action with affected parties
- industry standard practices, and recommended practices
- Key resource for site engineers for advice on specification and code issues
- Develop company and industry contacts to network issues on codes, standards and practices
- Mastery of knowledge of engineering tools, systems, practices commonly used in the petrochemical industries. Utilize this background to peer assist sites and specific projects as appropriate
Skills & Knowledge Required
Level of Education & Experience
- BS or MS degree in Mechanical or Materials Engineering or other relevant degree
- In lieu of educational requirement, 15 years of supervisory experience within pipeline operation/maintenance organization
- Operations Management experience obtained through demonstrated leadership and outstanding performance in operational functional roles
- Eight (8) years of experience leading and supervising technical professionals and/or operations personnel in operations and/or engineering in a manufacturing environment
Preferred (but not required):
- Professional Certification such as P.E.
Skills and Knowledge
- Experience and knowledge of chemical/maintenance operations and regulation
- Experience and knowledge of API, ANSI, ASME Industry Standards
- Strong knowledge in pipeline operations (de/recommissioning of pipelines, internal line inspections, flaring requirement,)
- Experience with Texas RRC regulations for storage caverns and pipelines (195 Liquids & 192 Gas)
- Experience with Honeywell Experion system
- Understanding of mass measurement and flow calculations
