Application Development Analyst Java Developer

Position Overview:

The Florida Department of Environmental Protection (DEP) is seeking a talented and experienced Java Developer to serve as an Application Development Analyst. The consultant will be responsible for maintaining, enhancing, and supporting business-critical applications within the DEP portfolio, with a primary focus on Java/JEE technologies and Oracle databases.

This role supports stability and ongoing enhancements within a designated Division s applications but may extend to other areas of DEP s IT application landscape.

Key Responsibilities:

• Provide maintenance, enhancements, and technical support for various agency business applications.

• Collaborate with users and analysts to document requirements and system specifications.

• Develop software programs, translating user needs into efficient, scalable applications.

• Assist in creating and maintaining user documentation, manuals, and technical guidelines.

• Work with cross-functional teams, including network admins and software engineers, to troubleshoot and resolve issues.

• Mentor and guide junior developers as needed.

Required Qualifications & Skills:

• 7 years of experience in Java development, including frameworks such as:

  • Struts/Tiles, Struts 2, Servlets/JSP, JPA/Hibernate

• 5 years working with Oracle DBMS, proficient in:

  • Complex SQL queries, PL/SQL, DDL, and DML

• 3 years experience with modern JavaScript frameworks like:

  • AngularJS, NodeJS, React, or JQuery

• 3 years as a full-stack developer

• Experience with:

  • Responsive design (Bootstrap preferred)

  • Version control (Git preferred)

  • Continuous integration (Jenkins preferred)

  • ISDM methodologies

  • Database tools (TOAD, SQL Developer, SQL Navigator)

• Strong knowledge of:

  • Relational database and object-oriented design

  • UML and secure database principles (RBAC)

• Preferred Experience:

  • Oracle Certifications

  • Agile methodologies (Scrum, XP, Kanban)

  • Virtualization tools (Docker)

  • GIS systems implementation

  • RESTful web services development

  • Familiarity with DEP technical environment

  • Experience with environmental regulatory processes

• Education:

  • Bachelor s Degree in Computer Science, Information Systems, or a related IT field

  • Equivalent work experience may be considered in lieu of degree
