Key Responsibilities:
- Gather, analyze, and document business and technical requirements for Oracle and SQL-based systems.
- Develop detailed technical documentation, including requirements, specifications, traceability matrices, designs, and test plans.
- Create documentation related to meetings, analyses, and training materials.
- Conduct testing of custom-built and off-the-shelf applications, reports, and large data sets to ensure quality and functionality.
- Facilitate business and technical analysis meetings, collaborating with cross-functional teams and stakeholders.
- Develop and support web applications, ensuring alignment with business needs and system architecture.
- Utilize Team Foundation Server (TFS) and Visual Studio .NET for application development and version control.
- Use Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint for documentation and project tracking.
- Support governance, project management, and portfolio management efforts within the organization.
- Work on large-scale, high-profile implementation projects that involve multiple technologies, functions, and stakeholder groups with diverse and competing needs.
- Collaborate with software and hardware vendors to ensure project success.

- Manage projects within a program environment, ensuring smooth coordination between multiple related projects.
Required Qualifications:
- Bachelor’s Degree in Science, Arts, or a related field.
- Minimum 7 years of experience in gathering and documenting business and technical requirements for Oracle and SQL.
- Minimum 7 years of experience producing technical documentation (requirements, specifications, traceability matrices, designs, or testing).
- Minimum 7 years of experience producing meeting documentation, analyses, or training materials.
- Minimum 7 years of experience in application, report, and data testing.
- Minimum 7 years of experience in facilitating business and technical analysis meetings.
- Minimum 2 years of experience developing web applications.
- Minimum 1 year of experience working with Team Foundation Server (TFS) and Visual Studio .NET.
- Experience with Governance, Project Management, or Portfolio Management.
- Experience handling large-scale implementation projects with multiple stakeholders.
Preferred Qualifications:
- Experience working with software/hardware vendors.
- Experience working with state government projects, specifically in Education or Early Learning.
- Experience managing projects in a program environment, ensuring coordination between interrelated initiatives.
