The selected consultant will be responsible for coordinating testing efforts for the Florida Department of Revenue’s e-File and Pay project. This position requires on-site presence and does not allow remote work. The consultant will ensure quality assurance of software testing and lead testing coordination efforts.

Required Experience
The contractor shall provide a consultant with the following experience:
- IT Testing and Testing Coordination – Minimum 5 years
- Development and Management of Test Scripts – Minimum 5 years
- IT Project Experience Using Agile Methodology – Minimum 5 years
- Experience with Issue and Project Tracking Software – Minimum 5 years
Preferred Experience & Skills
Software Implementation & Testing Expertise
- Experience with online submission or ordering applications, including payment processing.
- Strong quality assurance expertise covering integration, functional, performance, regression, usability, and accessibility testing.
- Ability to translate system documentation and business rules into effective test scripts.
- Ability to define comprehensive test strategies and coordinate system integration testing (SIT) and user acceptance testing (UAT).
- Ability to manage defects and prioritize issues based on business impact and severity.
- Ability to produce detailed and structured test plans, reports, and mitigation strategies.
- Experience managing test script templates and assisting business analysts with template issues.
Interpersonal & Communication Skills
- Ability to establish and maintain effective working relationships with stakeholders.
- Strong verbal and written communication skills for technical and non-technical audiences.
- Ability to resolve conflicts or disagreements constructively.
Technical Expertise
- Experience with a wide range of software and testing tools, including:
- Jira
- Azure DevOps
- Microsoft Office 365
Certifications (Preferred but Not Required)
- ISTQB Foundation Level Certification
- ISTQB Acceptance Testing Certification
- ISTQB Agile Testing Certification

Duties & Responsibilities
The consultant shall be responsible for, but not limited to:
- Testing and Validation: Define test plans, test cases, and test data to validate that developed solutions meet specified requirements and deadlines.
- Test Coordination: Define testing scope, objectives, and acceptance criteria.
- Risk Mitigation: Identify and mitigate risks associated with testing activities.
- Integration & User Testing: Coordinate and manage SIT and UAT to align solutions with user needs.
- Script Execution: Work with system testers to assign and execute test scripts efficiently.

Reporting & Documentation: Provide clear, concise, and comprehensive reports, including:
- Testing status
- Bug/defect status and ownership
- Estimated resolution timelines
- Mitigation plans and risk identification
- Compliance: Follow all Department, ISP, and team-defined standards and procedures.
- Additional Duties: Perform other related responsibilities as required.
Education & Certifications
- Bachelor’s Degree in Computer Science, Management Information Systems (MIS), or a related technology field.
