THE CANDIDATE WILL WORK 1 ON 1 WITH THE DRIVER SERVICES BUSINESS ANALYSTS AND MUST HAVE A WORKING KNOWNLEDGE OF SC LAW AROUND DRIVER LICENSING LAW.
CANDIDATE WILL BE INVOLVED WITH AGENCY'S FINANCIAL PROCESSING FUNCTIONS AND WITH SOME ASPECTS OF VEHICLE REGISTRATION AND TITLING.
THIS ENGINEER WILL WORK CLOSELY AND WILL BE INVOLVED WITH BOTH THE UI TIERS WHICH ARE MS .NET APPLICATIONS (VB.NET, C#.NET) AND THE ORACLE DATABASE TIER.

Daily Duties / Responsibilities
- Analyze the SCDMV Phoenix II, web service, and batch business applications.
- Take the lead in: a. Analyzing and troubleshooting assigned system problems. b. Analyzing new requirements and regulations.
- Propose solutions and develop technical specifications in response to business requirements.
- Code, test, promote, and interact with impacted users, ensuring that the solution meets requirements.
- Provide daily and weekly status updates to the development manager.
- Working knowledge of South Carolina driver laws, rules, and regulations as presented in SC Code of Laws Part 56, including:
- Credentials, suspensions, violations, financial responsibility, parole, probation, and pardons (PPP) driver support.
- Direct knowledge of American Association of Motor Vehicles Administrators (AAMVA) commercial and non-commercial driver processing, including:
- Federal Motor Carrier Safety Act (FMCSA) mandates.
- Commercial Driver License Information System (CDLIS) interface processing.
- Personal Driver Pointer System (PDPS) interface processing.
- Current and relevant COBOL development with MicroFocus Visual COBOL using Visual Studio 2019 in Windows Server 2019 under IIS.
- Application programming against RDBMS (Oracle, SQL).
- SQL for Oracle DB.
- Calling COBOL via Microsoft Windows web services.
- Microsoft Windows web service design and implementation.
- Enterprise multi-tier system design and architecture.
- Prefer a bachelor’s degree in an Information Technology-related discipline with 12 years of experience or a minimum of 14 years of related experience.
