The duties that the incumbent of the vacancy will be expected to perform. Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Business Systems Analyst 2, the Business Systems Analyst 1 will be assigned to the Business Analysis Services unit in the Business Analysis Services unit in the DOL Dedicated Group and will provide analysis and design support for multiple agencies’ business analysis needs. The incumbent will participate on teams focused on developing and documenting requirements and test scenarios for top client agency initiatives. Duties include but are not limited to the following: • Document business systems or processes by describing all relevant factors including workflow processes, data input and output activities, descriptions of data elements and overall program goals, objectives and external considerations, such as federal and State legislative mandates.• Gather, organize and performs preliminary analysis of information about costs/benefits, advantages/disadvantages and technical feasibility of designing and implementing proposed systems.• Meet with agency management, users, vendors, consultants and other ITS staff to discuss solution options and assist in recommending appropriate solutions for meeting program requirements.• Assist in analyzing the impact of implementing new or modified systems on other agency programs.• Assist with various design activities such as creating specifications, workflow diagrams and other artifacts.• Participate in the testing phase of application development such as assisting in the development of test plans and use acceptance testing.

The minimum qualifications required for this vacancy. Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, SG-18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.NYHELPs Minimum Qualifications Business Systems Analyst Trainee 1: A bachelor's or higher degree.Business Systems Analyst Trainee 2: A bachelor's degree and one year of professional experience as described below OR a JD or Master’s degree in a related field.Business Systems Analyst 1: A bachelor's degree and two years of professional experience as described below OR a JD or Master’s degree in a related field and one year of professional experience as described below.Qualifying experience includes: Business analysis experience, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); anEmployees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor’s degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Individuals certified eligible for the 55-b/c program must possess a bachelor's degree to meet the education qualifications for the traineeship or possess a bachelor’s degree and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page for consideration for the G-18 level. Please provide a copy of your letter of eligibility and a copy of your unofficial transcript with your response.Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $47,925 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.

Additional comments regarding the vacancy. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
