Duties Description Under the direction of the Project Coordinator, SG-NS, the Business System Analyst 2, SG-23, will lead several systems analysis and design initiatives supporting multiple agencies’ business analysis needs within the New York State Office of Information Technology Services, Workforce Sector C (Department of Civil Service, Office of Employee Relations, Public Employment Relations Board) dedicated team. The incumbent will manage teams focused on eliciting and documenting requirements and test scenarios for top ITS / Governor's Office priority initiatives. Specific duties include, but are not limited to the following: • Plan, organize, and assign staff to research, gather and evaluate information systems or business process requirements.• Schedule and assign staff to write business-focused system documentation and train users on new IT system or business process functions.• Analyze current or “as-is” state of the business process or functions and process models.• Document and review requirements for future or “to-be” state of IT system or business processes for critical projects.• Analyze the impact of changes to IT system requirements or business processes and evaluate business analysis delivery timelines and priorities.• Work directly with stakeholders to resolve issues with design specification challenges.• Manage resources involved with system testing and assess the impact of errors on system function during and after implementation, as needed.• Assist portfolio and division management in developing and communicating methodology, standards, and templates to promote a consistent approach to business systems analysis across ITS• Assist portfolio and division management in developing and communicating methodology, standards, and templates to promote a consistent approach to business systems analysis across ITS.• Reporting on business analysis activities to portfolio and agency staff.• Guide and mentor business systems analyst staff. • Perform a full range of supervisory duties.
The minimum qualifications required for this vacancy. Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 2, G-23, OR in a position at the G-21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.NYHELPs Minimum Qualifications: A bachelor’s degree and three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.**An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Business Systems Analyst 1.

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
