Position Title: Transportation Engineer III (TE3) – Access Permitting
Agency: Maryland State Highway Administration (MDOT SHA)
Summary of Duties
A TE3 Access Permitting Engineer is responsible for reviewing, approving, coordinating, inspecting, and accepting construction and modification activities related to access permits within the State Highway Administration’s right-of-way. This includes, but is not limited to:
- Reviewing and processing applications for construction or modification of residential and commercial driveways, entrances, curb and gutter, and pavement within state highway rights-of-way.
- Overseeing the repair or replacement of entrances and related infrastructure as required by permit applicants.
- Providing technical guidance to engineers, consultants, and applicants regarding access management standards and permit requirements.
- Coordinating with utility companies, developers, and local agencies to ensure compliance with SHA standards and safe access to state highways.
- Inspecting permitted work to ensure adherence to approved plans, safety standards, and state regulations.
- Acting as a point of contact for permit-related inquiries and resolving issues arising during the permitting and construction process.
Specific Responsibilities
- Review and approve access permit applications for compliance with MDOT SHA standards and policies.
- Develop and review Work Zone Traffic Control Plans and Access Plans for permitted activities.
- Coordinate with internal teams and external stakeholders to facilitate the timely processing of permits and resolution of conflicts.
- Conduct field inspections before, during, and after construction to ensure compliance with permit conditions.
- Issue final acceptance or require corrective actions as necessary.
- Maintain accurate records of permit applications, approvals, inspections, and correspondence.
- Respond to emergencies involving permitted access points or related infrastructure, as needed.
Qualifications
- Education: Bachelor’s degree in engineering from an accredited college or university.
- Experience: Two years of professional engineering experience, with at least one year related to access permitting, utility relocation, or similar work involving permits on construction projects.
- Certifications: May require a State of Maryland Work Zone Traffic Control Manager’s Certificate and Flagger’s Certificate, as well as a valid Maryland driver’s license.
- Substitutions: Additional relevant engineering experience may be substituted for education on a year-for-year basis. A Master’s degree in engineering may substitute for one year of required experience

- Essential employee status; may be required to respond to emergencies 24/7
- Must be able to communicate effectively, manage multiple projects, and work both independently and as part of a team.
- May supervise or provide technical guidance to engineering technicians or other staff.
