Description

Under the supervision of the Director of Engineering, or their designee, performs survey work including, but not limited to, existing topography data collection, survey data reduction, preparation of topographic base drawings, boundary surveys, construction staking and calculations, easement preparation, and property negotiations. Functions as a field inspector, as needed, during the course of construction projects. Performs other various office and field tasks.
Essential Functions
1. Collects survey data and produces scale drawings from the data, establishing bench marks, and obtaining other data needed to plan and design projects.
2. Uses survey data and standard specifications to assist engineers in the preparation of plans for proposed road and bridge improvements. Determines existing and proposed grades and quantities for cost analysis.
3. Performs surveys to establish right of way lines, property lines, and boundaries between municipalities. Performs other survey work such as establishing control points, alignment, and grades for road, bridge, and maintenance projects.
4. Completes in-house title searches on properties to complete the necessary right-of-way documentation to comply with federal requirements for state and federal funded construction projects.
5. Gathers property boundary information and drafts grading permits and construction easements as needed for projects.
6. Acts as primary contact to negotiate grading permits or construction easements with property owners to facilitate construction projects.
7. Acts as a Notary Public for all legal documents.
8. Records and tracks executed legal documents with the Register of Deeds.
9. To ensure the orderly progression of construction projects, performs the physical layout of the project as requested by the resident inspector or contractor.
10. As construction progresses, checks alignment of construction, keeps detailed records of construction staking data, and completes and records final measurements for preparation of as-built drawings.
11. Collaborates with contractors, utilities, Road Department staff and / or other stakeholders to implement necessary field changes that may arise during the construction project.
12. Assists other engineering personnel in performing inspections and testing related to project quality control.
13. Performs office work such as filling out forms, keeping records, filing documents, and reproducing documents or drawings.
14. Ensures co-workers have calibrated and functioning survey and / or construction related equipment to perform their duties.
15. Create project numbers for Road Department projects and provide updated information to the Finance Department.
16. Oversees seasonal staff or coworkers as assigned.
17. Responds to information requests from the general public.

Employment Qualifications
Education : An Associate's Degree in Land Surveying or related field is required. A Baccalaureate Degree in Land Surveying is desirable.
Experience : A minimum of five years' experience in applying surveying techniques to civil and transportation engineering projects. Registration as a Professional Surveyor in the State of Michigan or Certification as a Survey Technician (Field Track, level III) is desirable.
