The Ingham County Housing Commission is seeking a highly skilled and dedicated Housing Director/Executive Director to lead the administration of low-income housing programs in Ingham County. Reporting to a five-member Housing Commission Board, this position oversees the management of Carriage Lane Apartments (a public housing facility for elderly and disabled residents) and a mainstream housing voucher program for disabled individuals and families.

The ideal candidate will bring expertise in housing administration, budgeting, grant writing, and property management while fostering strong relationships with government agencies, nonprofits, and residents.
Leadership & Administration:
- Serve as the primary liaison between the Housing Commission, County officials, agencies, and the public.
- Develop and manage partnerships with nonprofits to expand resources for low-income residents.
- Recruit, hire, and supervise Housing Commission staff.
- Organize and oversee volunteer activities for maintenance and clerical support.
- Develop budgets, policies, and procedures for Commission approval.
- Prepare agendas, minutes, and reports for Housing Commission meetings.
- Oversee procurement and contract negotiations in compliance with purchasing policies.
Financial & Compliance Management:
- Prepare monthly financial reports and collaborate with the accountant to ensure accurate reporting.
- Submit all required reports to HUD (U.S. Department of Housing and Urban Development).
- Monitor and maintain budgets, providing updates to the Housing Commission.
- Ensure compliance with workers’ compensation and regulatory requirements.
Tenant & Occupancy Oversight:
- Conduct interviews to determine eligibility for housing programs.
- Establish rent, process payments, and enforce lease agreements.
- Manage legal processes related to non-payment and evictions.
- Perform regular property inspections and coordinate necessary maintenance.
- Work closely with elderly and disabled residents to help them maintain housing eligibility.
Property & Maintenance Management:
- Develop and oversee maintenance schedules to ensure properties are safe and well-maintained.
- Supervise maintenance staff and coordinate with HUD to secure funding for building upkeep.
- Education: Bachelor’s degree in Business Administration, Public Administration, or a related field preferred (equivalent experience considered).
- Experience: 3–5 years of experience managing multi-program housing developments.
- Experience working with elderly and/or disabled populations is highly preferred.
- Knowledge of HUD regulations, grant writing, financial management, and property maintenance.
- Strong leadership, communication, and problem-solving skills.
- Must have Public Housing Manager Certification or ability to obtain same within 6 months of employment.
