Reporting to the Director of Government Affairs, the Government Affairs Analyst plays an active role in the administration of IEHP's Government Affairs Program in support of IEHP's strategic policy efforts. Positions in this class research, analyze, compile, and interpret information on proposed and existing local, state, and federal legislation and regulations affecting IEHP. The Government Affairs Analyst is responsible for working in partnership with external stakeholders and internal departments to complete projects and coordinate daily functions as they relate to the Office of Government Affairs.

Key Responsibilities

  • Track legislation through the legislative process; provide reports regarding the status and impacts of pending legislation; review and analyze legislation of interest to IEHP and prepare position papers.
  • Monitor regulatory changes of interest to IEHP; review and analyze draft regulations; provide reports regarding the status and impacts of pending regulatory change and prepare position papers.
  • Perform detailed research and statistical analysis; compile and organize information; prepare reports, present findings and recommendations.
  • Obtain information from IEHP departments on the impact of pending legislation and regulations; coordinate efforts to present IEHP's position in support of, or opposition to pending legislation or regulatory change and identifying alternative resolving recommendations.
  • Coordinate and facilitate governmental affairs activities and outreach; foster strong interagency relationships with local, state, and federal delegations, caucuses, associations, joint powers authorities, IEHP leadership, public and private sector officials.
  • Represent and articulate the legislative and regulatory views and interests of IEHP at meetings, conferences, and various functions; make speeches, presentations and represent IEHP at legislative committees, conferences, and various functions; provide testimony at legislative hearings.
  • Partner in the development and preparations of agenda items for the Government Affairs department to be utilized for the Governing Board.
  • Develop professional presentations using Power Point or other software, as needed.
  • Coordinate and execute planned events that involve the Office of Government Affairs.
  • Manage and maintain departmental databases and dashboards.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
  • Qualifications

    Education & Requirements 

    • Three (3) years of progressively responsible professional-level administrative experience with responsibility to analyze and make recommendations to resolve legislative, regulatory, governmental or other similarly complex problems
    • Bachelor's degree in Public/Business Administration, Health, Political Science, Public Policy or a relevant field from an accredited institution required

    Key Qualifications

    • Managed care organization legislative and regulatory experience preferred
    • Knowledge of MediCal/Medicare programs
    • Understanding of managed care and government-sponsored health care delivery systems
    • Knowledge of county, state and federal legislative processes
    • Demonstrated knowledge of policy implications and impact of policy decisions on the organization at all levels
    • MS Office Suite (Word, Excel, PowerPoint, Outlook)
    • Superior writing, research, and analytical skills
    • Requires strong organizational skills
    • Excellent interpersonal skills

    Work Model Location

    This position is on a hybrid work schedule. (Mon & Fri - remote, Tues - Thurs onsite in Rancho Cucamonga, CA)

    Pay Range

    USD $38.49 - USD $50.99 /Hr.

    Salary : $38 - $51
