Position: Records Specialist

Reports to: Clerk of the Board (COB)

Hourly Rage: $26.45 - $34.51 per hour will full benefits
Definition
Under general supervision, the Records Specialist is responsible for assigned segments of the Clerk of the Board’s Department providing administrative and analytical support related to assigned areas of responsibility for both the Inland Valley Development Agency (IVDA) and the San Bernardino International Airport Authority (SBIAA).
Supervision Received and Exercised
Receives direct supervision from the Deputy Clerk of the Board. Exercises no supervision of staff.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth
- Manages the IVDA and SBIAA Records Management Program, including scanning, archiving, an organizing physical and electronic documents for efficient document retrieval.
- Maintains and destroys records in accordance with the record retention schedule.
- Provides administrative support in the areas of records management and research in compliance with applicable rules, policies and procedures.
- Assists with processing and maintaining physical and electronic filings of the annual FPPC Form 700s.
- As directed, research information and assists in preparation of documentation of various topics, such as public inquiries, public records requests, historical research of SBIAA and IVDA actions taken on current and past projects.
- Assists in preparation and posting of agenda items, supporting documentation and presentation materials for public meetings in various locations, including online, in absence of Deputy Clerk of the Board and Clerk of the Board.
- Prepares and assists in preparation and processing of a variety of correspondence, reports, contracts, resolutions, RFP/Bid logs, and notices, pertaining to both the IVDA and SBIAA, in absence of Deputy Clerk of the Board and Clerk of the Board.
- May perform official duties in the absence of the Clerk of the Board or Deputy Clerk of the Board.
- Performs a variety of specialized administrative and technical work in support of the Clerk of the Board’s Department.
- Establishes, maintains, and fosters positive and effective working relationships with those contacted in the course of work including the. public, vendors, contractors, elected officials, executive staff, and agency staff.
- Performs other duties as required.
Minimum Qualifications
Candidates may qualify through a combination of education and experience that clearly demonstrates the ability to perform the essential functions and possess the required knowledge and abilities.
Experience: Sufficient years of increasingly responsible records management experience or administrative experience involving records management and/or filing systems, experience with public records management and electronic records management systems (EDMS) is highly desirable.
Education:
Equivalent to graduation from high school or GED.
Conditions of Employment
- Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
- Successfully complete background check to obtain and maintain federally mandated security clearances where required.
- Completion of a 10-panel drug screen for all substances deemed illegal by the Federal Government
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various agency and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives.
