JOB TITLE: WIC SITE MANAGER - Exempt

REPORTS TO: VP WIC Chief Officer

DIRECT REPORTS: WIC Nutrition Assistant I

WIC Nutrition Assistant II

WIC Patient Representative

SUMMARY OF POSITION: Responsible for the administration and management of WIC site(s) operations. Provide supervision, technical and professional guidance to support the site staff. Plans, directs and implements the department of WIC services according to Clinicas de Salud del Pueblo Inc. dba as ınnercare and CDPH WIC Division policies and procedures through overall strategic goals and objectives. Represent ınnercare and WIC in the community. Compliance with mandatory trainings.

ESSENTIAL FUNCTIONS:

WIC Site Operations and Support (20%)

1. Manage all operations of the WIC site. Supervise clerical and paraprofessional staff.

2. Implements and coordinates the day to day operations that supports the site(s)

3. Supervise clinic activity and issuance of food package benefits.

4. Ensure adequate safeguards for the protection and security of WIC property and mailing WIC cards.

5. Assure quality control in education and provide direct service as needed

6. Troubleshoot WIC WISE system and contact appropriate personnel at CDPH to resolve problems when deemed necessary

7. Perform administrative duties as requested.

8. Delegate the monthly requisition of supplies for provision to the Administrative Assistant.

9. Demonstrate consistent compliance with WIC, innercare and CDPH policies and procedures.

10. Accurately document participant contacts, including enrollment and re-certifications as needed

11. Accurately evaluate the anthropometric, biochemical, dietary and other health related data when determining medical/nutritional risk and eligibility.

12. Make decisions to disqualify participants based on eligibility requirements.

13. Prescribe, tailor, transfer, void and reissue food benefits as appropriate.

14. Oversee daily activities reports, the monthly report, auto issuance report, separation of duties report and WIC cards mailing report.

Measured by internal audit of 3 WIC WISE files per WNA per semester using the file audit review tool, direct observation and State audits

Supervision (40%)

1. Recommend or make decisions to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward and discipline employees.

2. Promote and support equal employment opportunity and affirmative action.

3. Assess training needs and promote professional development activities.

4. Conduct department meetings to promote communication, assess and resolve needs and foster teamwork.

5. Evaluate staff performance against job description criteria and competency assessment and provide guidance and coaching to develop an individual as well as the unit to the highest potential.

6. Keep staff informed of organizational activities and promotes innercare mission and goals.

7. Submit monthly supplies inventory, daily time sheets, petty cash, mileage and approve timecards requests.

8. Prepare written documentation and counseling statements for staff and follows innercare disciplinary actions when appropriate

9. Supervises the WIC card mailing log and Teletask activities.

10. Conducts individual and team meetings on a regular basis to establish goals, negotiate key responsibilities and provide performance feedback.

11. Ensure all staff have a clear understanding of their job responsibilities and are provided technical guidance and support as required

12. Prepare and submit the Focal Reviews in a timely manner, reflect an honest objective appraisal of performance, appropriate achievable developmental goals and realistic career planning

Measured by department meeting minutes, recommendations to supervisors, daily time sheets, attendance reports Teletask reports and timely performance evaluations and leadership management skills observations, WISE reports

WIC Continuous Quality Improvement (20%)

  • Contribute to the success of the Nutrition Service Plan by participating in Quality Assurance and /Quality Improvement activities.

2. Monitor the certification process with data collected in WIC WISE by means of File Audits

a. Conducts file audits of WIC Nutrition Assistants (WNA’s) on required eligibility criteria and tally the results per WNA and according to participant’s category. Review includes hard copy documentation, data entered in WIC WISE and Teletask.

b. Identify appropriate nutrition risk and develops a Nutrition Education Plan

c. Conducts file audits per category and assures the nutrition risk criteria are met

d. Conducts a dialogue with WNA’s and staff creates a measurable performance developmental goal based on supervisor dialogue and feedback

e. Supervisor follows up on employee’s previous file audit

3. Supervisors meet with WIC Director and Training Coordinator Manager for feedback on outcomes and receive directives

4. Assures the Continuous Quality Improvement (CQA/CQI) Plan (Goals and Objectives) activities are met

  • Attend task force meetings and provide feedback for CQA/CQI reports

6. Assures Program Measures Evaluation standards are met

7. Provide feedback and assist in the implementation of the Corrective Action Plan (CAP) goals as needed when addressed by Performance Measures Visit

8. Review periodically the Learning Management System (LMS) to assure staff trainings completion

9. Review WISE and WRAD Reports on a monthly basis

10. Provide feedback to WIC administrative staff

Measured by and internal audit of 3 WIC WISE files per WNA using the record review tool, direct observation, WISE, WRAD and LMS Reports

Nutrition and Breastfeeding Education (5%)

1. Provide counseling and guidance on nutritional and health-related problems consistent with Participant Centered Education (PCE). Provide breastfeeding education and support.

2. Determines the medical/ nutritional risk of applicants/ participants by evaluating the anthropometric, biochemical and other health related data and prescribe food benefits

3. Exhibit a positive breastfeeding attitude and demonstrate breastfeeding knowledge during interactions with participants.

4. Assist with the planning, development, implementation and evaluation of nutrition (Nutrition Education Plan) and breastfeeding education components of CDPH WIC Program

5. Reassure that staff conducts nutrition, health and breastfeeding education classes in accordance with established lesson plans.

6. Provide basic breastfeeding orientation to all staff and provide staff training as needed

7. Ensure breastfeeding protocol implementation in coordination with the Breastfeeding Coordinator

8. Provide and support opportunities for continuing nutrition and breastfeeding education.

9. Communicate with health care providers as needed to obtain accurate, necessary information.

10. Makes available resources to participants about community services

11. Meet the WIC required breastfeeding competencies

Measured by internal audit of 5 WISE files, direct observation of at least 3 counseling/class sessions.

Breastfeeding Support (3%)

  • Promote breastfeeding as the preferred method of infant feeding and participate in innercare and other breastfeeding trainings or events.
  • Facilitate coordination of breastfeeding program with agency objectives.
  • In coordination with the Breastfeeding Coordinator supports the activities of the Breastfeeding Peer Counselor (BFPC) Program
  • Assist in writing internal policies and procedures to support breastfeeding and integrate breastfeeding perspective into site operations. Ensure adherence to breastfeeding policies and protocols at sites.
  • Promote breastfeeding goals and measurement tools.
  • Arrange site WIC WISE schedule to allow time for participant in the Breastfeeding Peer Counselor Program education and activities.
  • Ensure breastfeeding friendly environment at site and integrate breastfeeding focus into site activities, décor, etc.
  • Provide mechanism for early postpartum support.
  • Make sure the electric breast pump loan program is in place.

Measured by electric breast pump loan log, in-service sign-in sheets, review of WIC WISE, direct observation and direct communication.

Represent ınnercare, WIC – Referral and Outreach (2%)

1. Participate in activities that promote a positive and collaborative relationship between WIC and innercare Health Centers, community agencies, hospitals and health care providers.

2. Inform and update innercare providers and staff of WIC eligibility requirements and criteria.

3. Develop an understanding of the programs and patient services offered by innercare by participating in in-services and other activities, and share that information with participants and staff.

4 Assist in community outreach events and maintenance of caseload as directed by WIC Director.

5 Ensure outreach-tracking system per site

6. Contribute to the success of ınnercare by making appropriate medical referrals to clinics and services and staff document the referrals in WIC WISE “Referral Screen”.

7. Supports staff having access to NextGen periodically

Measured by collaborative activities, outreach log, NextGen login reports and provider awareness.

Customer Services (5%)

1. Respond promptly and with caring actions to patients and employees.

2. Exemplary customer services, acting ethically in all aspects in performing job duties, knowledge, psychosocial, spiritual and cultural beliefs and honor those beliefs. Document when appropriate.

3. Maintain professional working relationships with all levels of staff, clients and the public.

4. Be a team spirit and cooperate in accomplishing department goals and objectives.

5. Supports the Call Center staff

6. Review periodically Teletask for compliance of services

Measured by competency assessment and Call Center efficacy and Teletask reports.

Safety (5%)

1. Maintain current knowledge of policies and procedures as they relate to safe work practices.

2. Follow all safety procedures and report unsafe conditions to Inventory and Maintenance Supervisor.

3. Responsible for the security of the WIC office site including off hours.

4. Use appropriate body mechanics to ensure an injury free environment.

5. Be familiar with location of nearest fire extinguisher, safety binder and emergency exits.

6. Coordinate with Maintenance Supervisor for monthly safety meetings, updating the binder and preparing safety drill plans as established.

7. Communicate with IT Department, Facility and other departments as deemed necessary

8. Completes incident reports when needed

9. Comply with labor laws and personnel policies according to innercare Employee Manual

10. Corporate compliance with all mandatory trainings such as: Code of Conduct, Conflict of Interest, HIPAA and Corporate Integrity, Civil Rights, Substance Use Awareness and National Voter Registration Act, Violence at Workplace and safety videos.

Measured by sign in sheets, Power DMS log, LMS attendance and competency assessment.

JOB QUALIFICATIONS:

Skills: Ability to relate to and work with people of all ages, social and ethnic backgrounds and maintain participant confidentiality. Ability to work independently and as a part of a team. Ability to convey a sense of confidence and trust to all participants. Ability to carry out administrative and consultative responsibilities as required. Ability to relate well to other health professionals. Ability to communicate both oral and writing in English, bilingual in Spanish is required.

Knowledge and Education: Registered Dietitian Nutritionist preferred, accredited by the Commission on Dietetic Registration or a Bachelor Degree in Nutrition (Degreed Nutritionist) recommended. Knowledge and experience in nutrition education and interventions. Knowledge of prenatal, infant and child nutrition. Bilingual (English/Spanish) required. Completion of nutrition assistant training or Nutrition or health related course. Certified Lactation Educator preferred. Must possess a valid CPR certificate

Experience: A minimum of one year of supervisory or managerial experience, leadership roles in community nutrition, public health and WIC preferred. Knowledge of CDPH WIC Program Policies and Procedures. Proficient in technical skills to create and analyze data with WIC WISE reports recommended.

Physical and Personal requirements: Normal clinic/office/community environment; see, hear, talk, walk, sit, and or stand for long periods of time, reach, stoop, bend, lift up to 25 lbs.; repetitive hand movement; use and view PC; use calculator, operate fax, copier, telephone and car. Read and write; verbal and written communication, basic math skills, analyze, prioritize, meet deadlines, and maintain high standard of confidentiality. Use sound judgment. Move throughout the clinics and community. Must have reliable transportation, driver’s license and insurance as required by the State, will be required to travel between sites and locations as needed. Must have the ability to work in a fast-paced environment. Must be willing to work some evenings and weekends.
