Overview

The Eligibility and Enrollment Systems Engineer supports the MSI Eligibility and Enrollment (EE) team in delivering product enhancements throughout the software development lifecycle (SDLC). This role requires a deep understanding of system engineering principles, API integrations, and the ability to bridge technical and non-technical domains. Acting as a liaison between technical development teams and stakeholders, the Systems Engineer ensures alignment with project goals by facilitating communication, addressing interdependencies, and contributing to the design and implementation of system architecture.

This individual will work alongside capability delivery leads, asking the right technical questions during the requirements and design phases, translating technical jargon into actionable insights for functional teams. The role demands a combination of strong analytical skills, attention to detail, and excellent communication abilities to enable seamless collaboration across multi-vendor environments.


Duties and Responsibilities
  • Collaborate with cross-functional teams to analyze, document, and maintain the technical aspects of business processes and system operations.
  • Act as a bridge between technical development teams and non-technical stakeholders, ensuring technical requirements are clearly understood and aligned with business goals.
  • Participate in the requirements and design phases to identify and resolve system architecture challenges, interdependencies, and API integration issues.
  • Develop and maintain comprehensive technical documentation, including flowcharts, system interaction diagrams, and process workflows.
  • Facilitate effective communication between teams to address technical and operational issues, propose solutions, and provide actionable recommendations.
  • Evaluate API integrations, data flow, and system components to ensure compatibility and performance.
  • Prepare and present technical information in an understandable format for non-technical audiences.
  • Identify opportunities for process improvement and recommend modifications to enhance system performance and team productivity.
  • Support Agile or Scrum methodologies by contributing to sprint planning, backlog grooming, and iterative development processes.
  • Monitor and report on project progress, risks, and technical challenges to ensure timely delivery of enhancements.

Education
  • Bachelor s degree in Computer Science, Information Systems, Engineering, or a related field. Master s degree preferred.

Required Experience
  • Minimum 5 years of experience in system engineering, system analysis, or API integration roles.
  • Strong understanding of system engineering concepts, API architecture, and data management principles.
  • Proven experience working in multi-vendor team environments, facilitating cross-functional collaboration to achieve project goals.
  • Expertise in creating technical documentation, including flowcharts, system diagrams, and process workflows. Proficiency in tools such as Visio or other workflow management software.
  • Familiarity with Agile and Scrum methodologies, including participation in sprints and iterative development cycles.
  • Ability to communicate complex technical concepts to non-technical stakeholders effectively.
  • Knowledge of eligibility and enrollment systems or marketplace environments is highly desirable.
  • Hands-on experience with software development tools, system monitoring tools, and version control systems is a plus.
  • Strong analytical and problem-solving skills with meticulous attention to detail.
  • Excellent verbal and written communication skills, with experience presenting to stakeholders and leadership teams.
