Onsite/Local Govt .Net Developer (15 ) with PM, Object-Oriented, Test Track, EpiCom, PRISM, EpiGateway and QA experience

Location: Tallahassee, FL (DOH)
Duration: 16 Months

CONTRACTOR QUALIFICATIONS AND EXPERIENCE:
The Contractor must possess the following minimum qualifications and experience:
5.1. Ten years of experience with the development of use cases using the Rational Unified Process in group sessions.
5.2. Ten years of experience with the development of web-based applications using ASP.net.
5.3. Ten years of experience with object-oriented design.
5.4. Ten years of experience with object-oriented design in Rational Rose.
5.5. Ten years of experience with the design and implementation of medical software.
5.6. Ten years of experience with VB.Net development using use cases developed using the Rational Unified Process.
5.7. Five years of experience working with end-users and subject matter experts to document existing processes and identify appropriate changes to existing processes.
5.8. Ten years of experience using Test Track.
5.9. Ten years of experience developing software that ensures information security and patient confidentiality.
5.10. Ten years of experience using business processes in the medical field with an emphasis in epidemiology.
5.11. Ten years of experience serving as a project manager and leading and organizing development teams.

CONTRACTOR RESPONSIBILITIES:
6.1. SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:
6.1.1. Weekly, develop a project schedule for Merlin as directed by the Department.
6.1.2. Weekly, conduct working group meetings with the Merlin team as directed by theDepartment.
6.1.3. Monthly, troubleshoot Merlin, ESSENCE-FL, and EpiCom systems operability in a time directed by
the Department.
6.1.4. Ensure each software release complies with the Department Information Technology standards
and Department Information Technology Application Scan as directed by the Department.
6.1.5. Monthly, develop and disseminate training and demonstration of completed system
enhancements for each software release as directed by the Department.
6.1.6. Weekly, develop a systems upgrades tracking log as directed by the Department.
6.1.7. Weekly, develop systems priorities for Merlin as directed by the Department.
6.1.8. Weekly, develop a software defects log prior to each weekly systems meeting as directed by the
Department. Provide the software defects log to the Department upon request.
6.1.9. Attend weekly systems meetings as directed by the Department.
6.1.10. Weekly troubleshooting and identifying system failures by working with the Bureau of Epidemiology
Surveillance Systems team members and the Department s Division of Information Technology
as directed by the Department.
6.1.11. Monthly, meet with the Department s Bureau of Epidemiology Program Managers to develop
project priorities for Merlin.
6.1.12. Weekly, facilitate disease reporting and processes (including those supporting Promoting
Interoperability objectives such as electronic case reporting) by non-Department personnel
(physicians, hospitals, clinics, and providers) through enhancements to software as directed by
the Department.
6.1.13. Monthly, facilitate interoperability between disease surveillance systems (such as FL-SHOTS,
PRISM, EpiCom, EpiGateway) and Merlin including automation and display identification of comorbidities across one or more surveillance system modules as directed by theDepartment.
6.1.14. Weekly, maintain a system, which is aligned for the Federal Promoting Interoperability program,
to manage a variety of capabilities as directed by the Department.
6.1.15. Weekly, provide enhanced analytical capacity through enhancements to software such as the
incorporation of mapping functions, quality assurance, and analysis/visualization/reporting
(AVR) tools as directed by the Department.
6.1.16. Monthly, improve the aesthetics, functionality, and user acceptance of the systems as directed
by the Department.
6.1.17. Gather reportable disease data each month as directed by the Department. Submit the data
gathered to the Department upon request.
6.1.18. Weekly, address outstanding change requests as directed by the Department.
6.1.19. Weekly, facilitate the addition of extended data for additional diseases, case definition
automation logic, antimicrobial resistance, and outbreak and emerging disease surveys as
directed by the Department.
6.1.20. Monthly, collaborate with the Department s Division of Disease Control and Health Protection
(DCHP) information technology teams to standardize the collection and storage of the
Department s DCHP shared data (for example, shared profile, laboratory, and provider tables) as
directed by the Department.
6.1.21. Monthly and in collaboration with Department s DCHP information technology teams, design,
develop, and code based on business requirements for the Department s DCHP as part of the
overall strategic effort for integration and interoperability of systems and software as directed
by the Department.
