BUSINESS SYSTEMS ANALYST
Introduction
- The Business Systems Analyst is responsible for evaluating, designing and documenting functional system designs for agency business units.
- This position will lead business units through a functional and technical system development lifecycle (SDLC).
- This will require the position to coordinate and document system change requirements, interface with business units to create solutions which satisfy users' unique business needs, and design within the overall functional requirements of agency applications.
- The Business Systems Analyst must work closely with staff from all divisions and with contracted vendors throughout the scope of each project to ensure effective and efficient teamwork throughout the project team.
Essential Responsibilities
Participate / lead blended teams throughout the design, development and implementation of a business change process.Actively support the Release Manager with project deadlines, business and budget objectivesDevelop a knowledge of system capabilities and functions of assigned application software. Use this knowledge to recommend optimal solutions to business requirements that best leverages the productEnsure that proposed system features and requirements meet user needs and satisfy business objectives and initiativesMonitor team progress and provide status reports to Release ManagerParticipate / lead meetings with client subject matter experts (SMEs) to elicit, clarify and document business requirements for enhancements and PIRSIdentify process improvements and facilitate reengineering of business processesDesign user interface prototype screens and navigational flowsPrepare design specification artifacts defining business rules, outbound communication, reports, and input / output filesDocument business process in a clear and concise mannerFacilitate Joint Application Design (JAD) or other design meetings with usersSupport the sign-off process for design specification deliverablesPerform and coordinate User Acceptance Testing (UAT) as required in cooperation with the BA Lead and the QA Lead.Assist the training team in creating and validating training materialsDocument any identified required changes and communicate them to the relevant personsTrack system problem incident reports (PIRS) providing regular follow-up for business unitsUse IT resources at an advanced level to create IT solutionsUtilize data analytics software to pull data and create data reportsMeet professional obligations through efficient work habits such as meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for othersPerform other duties and special projects as assigned in order to meet the objectives of the Project Management Office (PMO).Education Required
Bachelor's Degree in management information systems, computer science, business or related field. Experience may be substituted for education as determined relevant by the agency.Experience Required
Three years of professional experience working in a Business Analyst role or similar position performing design, analysis and documentation for business solutions.Experience working in a pension administration or benefits claim environment is preferred.Skills and Abilities
Knowledge of project management principles and software development lifecyclesKnowledge of working with system development life cycle (SDLC) methodologies specific to requirements elicitation and analysis, business processes analysis and modeling, user interface design, preparing business design specifications, and logical data modelingExperience with computer-based products aimed at supporting one or more software engineering activities within a software development process; business intelligence, and screen prototypingExperience writing detailed plans and reports, documenting business processes and creating project deliverablesProficiency in Microsoft Office Software such as Outlook, Word, Excel, Confluence, Microsoft Project, Visio and other computer software applicationsPreferred ability to write SQL queries in Microsoft SQL Server to procure test dataAbility to execute task plans, manage time effectively across multiple simultaneous project activities, and meet target deadlinesExceptional organizational skillsExcellent communication skills (written and verbal), working with all levels in an organizationDemonstrated success as a team leaderAbility to speak comfortably in front of audiences of 10 people or moreAbility to communicate complex technical language to users in an understandable mannerAbility to maintain positive working relationshipsAbility to work effectively within a teamCommitment to excellent customer servicePAY RANGE AND BENEFITS :
Pay Range
