The Site Representative is responsible for managing the work site and overseeing the daily operations of substation utility construction projects. This role serves as the primary on-site representative of the utility, ensuring that construction contractors adhere to project specifications, safety standards, and regulatory requirements.
The Site Representative plays a key role in managing adherence to outage schedules, facilitating on-site change management, and ensuring alignment with organizational goals. A deep understanding of substation construction, substation safety, and related infrastructure is essential.

Key Responsibilities :
Monitor and manage activities across the project site, ensuring contractors meet performance standards and timelines.
Oversee substation construction projects, ensuring work aligns with design specifications, safety protocols, and utility standards.Ensure consistent quality and safety across all trades and scopes of work on site.Contractor Supervision :Directly oversee construction contractors to ensure proper execution of tasks, resource allocation, adherence to schedule, and adherence to contract terms.
Evaluate contractor performance and address deficiencies or non-compliance with utility standards.Outage Schedule Management :Ensure all site activities are planned and executed in alignment with approved outage schedules.
Monitor adherence to outage windows, coordinating with contractors and utility operations teams to minimize disruptions.Communicate schedule changes to stakeholders promptly and implement mitigation strategies.On-Site Change Management :Manage changes to project scope, schedule, materials procurement and other resources in real time, ensuring alignment with budget and utility priorities.
Collaborate with project managers, engineers, and contractors to implement necessary changes without disrupting critical operations.Facilitate communication between field crews, contractors, and internal stakeholders regarding changes or issues encountered.Safety and Compliance :Ensure adherence to safety policies, compliance with OSHA, environmental, and utility standards.
Conduct site audits to identify and address safety hazards and operational risks.Ensure contractors follow all safety regulations, including proper use of personal protective equipment (PPE).Quality Assurance and Inspections :Perform inspections at to verify construction quality, material compliance, and adherence to engineering specifications.
Oversee installation, testing, and commissioning of substation components, ensuring compliance with utility and regulatory standards.Identify and resolve any on-site issues that could impact project quality or timelines.Reporting and Documentation :Prepare and submit daily and weekly reports on site progress, contractor performance, and key milestones.
Maintain detailed documentation of construction activities, change orders, and on-site safety activities.Provide updates to project management teams and utility leadership, highlighting risks and recommendations.Stakeholder Communication :Act as the primary on-site representative, coordinating between contractors, utility personnel, and local authorities.
Address concerns from community members, landowners, or stakeholders related to project activities.Communicate project updates and progress to internal and external stakeholders effectively.Qualifications :
Education and Experience :High school diploma, associate or bachelor’s degree in construction management, engineering, or a related field preferred.
Minimum of 5 years of experience in utility construction, with specific expertise in substation construction and outage schedule management.Technical Knowledge :Strong understanding of substation components, construction techniques, and testing / commissioning processes.
Familiarity with industry standards, including IEEE, GO95, GO174, NERC and FERC requirements.Experience with managing projects involving high-voltage electrical systems.Skills :Exceptional leadership and organizational skills.
Strong problem-solving abilities, particularly in dynamic field conditions.Proficient with project management software and tools for tracking schedules, budgets, and progress.Clear and effective communication skills, both written and verbal.Physical Requirements :Ability to work in outdoor environments across various weather conditions. A field office will be provided with HVAC.
Physical capability to conduct inspections, including climbing ladders and working at heights.Preferred Qualifications
Experience with Pacific Gas & Electric (PG&E) projects, Southern California Edison (SCE) projects, and / or San Diego Gas and Electric (SDG&E) projects or similar utilities.Certifications in project management (e.g., PMP) or safety (e.g., OSHA 30 / 40, NFPA 70E).Experience managing multiple contractors or subcontractors simultaneously.Compensation :
