The Portfolio Management Lead will be responsible for the management and performance of a task order supporting Project Management and facility support services of a large federal real property portfolio. The Portfolio Management Lead is the primary point of contact for Customer, Program and Program mission support. The Portfolio Management Lead should understand and abide by DHS (HQ) and ICE established rules, Federal Real Property requirements, GSA and other regulations, and safety practices. An in-depth understanding of ICE Program mission requirements and priorities is highly desired.

Essential Duties and Responsibilities:
The primary responsibilities of the position will include but not limited to:
- Assist OAFM in developing the 5-Year real property facility investment plan for each major ICE Program to include HSI, ERO, OPLA, OPR and M&A as well as the ICE Facilities Capital Investment Plan and related budget by fiscal year by program
- Establishes a priority order for project execution based on industry standards such mission criticality, condition and strategic goals for ICE or DHS
- Figures out the deficit by fiscal year and suggest ways to mitigate
- Facilitates the linkage of initiatives and identifies where improvements or process changes result in impacts on other parts of the business
- Leads FMD and portfolio-level strategic and ad-hoc initiatives to improve organizational effectiveness
- Supports long range strategic planning to include 5-Year plan for each Program, related budget by fiscal year, review, and analysis, reporting and briefing
- Supports the portfolio strategy function and project execution staff with data collection, analysis and reporting support, including support for government's project prioritization, appropriate system for prioritization, such as mission criticality index, facility condition index, collocation and consolidation opportunities, and other measures relating to organizational (ICE) goals, strategic goals and federal mandates
- Supports FMD and portfolio-level strategic, ad-hoc and robotics automation initiative to improve organization efficiency and effectiveness
- Provides support to identify and maintain robotics automation processes for FMD and its services
- Supports the Lease Administration team which serves as the primary function of data population and data quality in RPMS related to the GSA Leased facility portfolio
- Compiles and analyzes data and prepares reports for government review and submission
- Acts for ICE in the daily operation, to further and achieve ICE goals, except where there are signatures and approvals needed.
Requirements
The Portfolio Management Lead will have at minimum:
- Seven years of experience managing programs/projects in similar domain (facilities/ construction)
- Ten years of supervisory experience
- Seven years of federal asset and facilities management experience
- Five years of experience in managing complex facility projects, budgets, and processes.
- Three years of experience with advanced data analytics tools.
- Be aware of, understand, and abide by DHS (HQ) and ICE established rules, regulations, and safety practices as well as have an in-depth understanding of Federal Law Enforcement.
- Possess a current Project Management Professional (PMP) certification, certified by the Project Management Institute (PMI) or equivalent institution, or Professional Engineer (PE) license or Architectural Registration (license).
Preferred Qualifications - Experience, Education, and Certifications
- Excellent problem-solving, time management, and communication skills
- Able to read, write, speak, and understand English fluently, and shall be a citizen or legal resident of the United States.
- Able to pass a Federal Government background investigation up to SECRET.
- BS in project management, Facilities Management, Engineering or related discipline.
- At least seven years of practical experience supporting project planning, budgeting, capital investment, CPIC, and program planning for assets or facilities.
- Possess industry credentials from BOMA, IFMA, FRPP or other organizations preferred
- At least three years’ experience leading a team of PMs, Budget Analysts, Financial Analysts, planners, architects or engineers in the development of renovation, construction or maintenance investment planning.
- Hands on experience working with IBM Tririga or specifically RPMS, a major plus.
- Prior experience working within a Management Consulting Firm highly desired
- The Portfolio Management Lead shall be versed in computer programs such as CMMS, Cost Estimating (RS Means), RPMS (Tririga), MS Office programs including MS Project and other facilities, maintenance management or IWMS work systems.
Full-time Hours: 1st Shift, Monday-Friday between 8:00 am to 5:00 pm
Work schedules are subject to change based on client and company needs.
The Portfolio Management Lead shall be available between the hours of 0800 and 1700 EST, Monday through Friday except for designated federal holidays and shall respond within one hour notification from customer stakeholders for discussions and resolutions of problems. Contractor employees may be required to be on site during weekends or after hours in the event of a project related emergency. The Portfolio Management Lead shall act for ICE in the daily operation, to further and achieve ICE goals, except where there are signatures and approvals needed.
Location – Onsite at a Federal Facility in Washington DC
Pay Range: $175,000 - $200,000/annually
