The purpose of this position is to provide program management oversight of base operations support for the U.S. Army’s Fort Hamilton located in Brooklyn, New York. The Program Manager (Facilities Engineering) will be responsible and have full management and supervisory control of overseeing the provision of Facilities Maintenance – Vertical, Facilities Maintenance – Horizontal, Heating/Cooling Services, Grounds Maintenance, Pavement Clearance, Wastewater Services, Refuse Removal, Pest Management Services, and ancillary work associated with base operation services. The candidate must be ethical and be prepared to adhere to company internal policies around ethical and fair treatment of all staff, clients and tenants. This is a key position for both ICMS and the U.S. Army which will require specific skills in managing the people and resources to ensure timely execution of all base operations support activities. This position shall have full management oversight over several different positions conducting base operations support activities.
Essential Duties and Responsibilities:
The primary responsibilities of the position will include but not limited to:
- Directs, coordinates, and exercises functional responsibility for planning, organizing, and controlling the integration and completion of building systems.
- Supervises and schedules staff to perform scheduled maintenance activities.
- Responsible for all aspects and operations for a 24 x 7 facility
- Interacts with government facility staff daily for maintenance, projects, and repairs.
- Participates in recruitment, examination and hiring process
- Evaluates, praises, and disciplines assigned staff on an as needed basis
- Reviews and provides solutions to technical issues and challenges; determines where improvements can be made and recommends and implements changes
- Conducts safety meetings and training on a regular basis
- Proficient in using a computerized maintenance management system (CMMS) such as Maximo
- Maintains and reviews work records of assigned staff or crews
- Determines time, materials, supplies and overall costs needed to complete assignments and provide input into the budget process.
Requirements
- A minimum of three (3) years of administrative and/or supervisory experience managing a contract in base support management or a facilities management contract
- Five (5) years of work experience in base support management or a facilities management contract
- A four (4) year engineering degree from a college accredited by an agency or association recognized by the US Department of Education. The engineering degree must be in the mechanical, electrical or civil engineering fields
- A minimum of five (5) years of hands-on experience in a construction trade (e.g. as an electrician, as a plumber) is preferred
- Prior experience working at a federal facility or on a government contract is preferred
- Working knowledge of OSHA requirements
- Excellent interpersonal, written, attention to detail and oral communication skills.
- Proficient personal computer skills to include a strong working knowledge of standard Microsoft Office Suite.
