Consultant - Staff Writer (Navy Yard, Washington, DC)
Innovative Technologies Corporation (ITC) is currently seeking a Consultant specializing in Staff Writer on Content Writing with DoD and congressional Strategic Communications experience to support a proposal we are bidding on - there is a maximum of 350 billable hours each year available. Must have SECRET clearance.
The candidate must have experience in writing and editing news copy (articles, social media posts) according to Navy and Associated Press Stylebook and supporting the strategic communications plans and strategies with internal and external DoD, US Navy, and Congressional stakeholders. The candidate must have a demonstrated record of excellence in communication skills, both written and oral, to produce concise products that clearly and logically convey complex information and ideas and will work with senior military and civilian leaders to support the US Navy and NAVSEA communications operations. The Communications and Legislative Team is expected to be composed of up to 20 personnel.
The position is hybrid and located at the Washington Navy Yard in SE DC in support of the Naval Surface Warfare Center. This is a contingent hire and will require a Letter of Commitment. The role is expected to be available in July or August 2025 and will report to the Communications and Legislative Program Manager or other designated manager (NSWCCL102, NSWCCL103 , approved 4 Mar 2025)
Education Required:
* Bachelor’s degree in English or Communications, or related field.
Experience Required:
* Minimum of four (4) years of experience in DoD Strategic Communications
* Extensive experience with the Navy and Associated Press Stylebook
* Experience in developing small and large scale communications products and strategies, and leading communications efforts for NAVSEA, Congress, the US Navy, and/or Department of Defense.
* Desire to keep current on US Navy and Defense issues, and current national and international events.
* Expertise in oral and written English communications skills
* Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
Clearance Required:
* DoD Active Secret (no Public Trust)
Desired/Preferred Qualifications:
* Prior experience working with the US Navy, with understanding of Naval history, traditions, and heritage
The Staff Writer shall support the Program Manager and provide NSWC NAVSEA 00D management and oversight of contract personnel; general communications support (internal and external); multimedia planning, development and execution; website support; legislative support and analysis; strategic communications and planning support; as well as surge efforts that may include symposium / conference logistics and execution; event and protocol support; and other efforts as required.

Salary: $55-$65/hr based on experience.
