Principal Program Manager (onsite, NAS Pax River, MD)
Innovative Technologies Corporation (ITC) is currently seeking a Principal Program Manager with a strong IT/cybersecurity background plus experience with the U.S. Navy to support a proposal we are bidding on. The candidate must have wide-ranging understanding of the US Navy’s engineering and operational experience, including software and applications development and management; digital solutions, AI/ML, modeling and simulation, data engineering, data architecture, design, and engineering; business analytics and data management; legacy and emerging technology integration; robotic process automation (RPA) and automation; and, technical writing support, programmatic support, and administrative support.
Prior experience must include project/program management showing successful initiation, planning, design, execution, monitoring, controlling, and closure of software and AI/ML projects. The Principal Program Manager will act as the Lead PM, which will include leadership, oversight, and mentorship of senior and junior personnel, responsibilities of all deliverables, and representation as the senior contractor to the Government. The Principal Program Manager will be brought on prior to contract start to assist in the recruiting, interviewing, and hiring of their team. The Software Application Solutions and Support Services (SASSS) Team is expected to be composed of 150 personnel and divided into several task-oriented teams.
The position is onsite at Naval Air Station Patuxent River and a corporate offices nearby in support of the Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Networks & Applications (DNA) Department and associated programs; onsite classified work and travel is to be expected. This is a contingent hire and will require a Letter of Commitment. The contract Key Position role is expected to be available in August or September 2025, and will report to the ITC Director of Operations (SASSS001, approved 17 April 2025).
Education Required:
* Bachelor’s degree from an accredited college or university in Business Administration, Business Management, Project Management, Economics, Finance, Accounting, Data Analytics / Management, or related derivative degrees.
Experience Required:
* Minimum of ten (10) years of program management experience managing one or more of the following: software development, data management, AI/ML, and/or advanced engineering projects; U.S. Navy program management experience is required
* Experience in the U.S. Navy’s Cybersecurity Workforce (CSWF)
* Deep understanding of the Information Technology Infrastructure Library (ITIL) Framework
* Program Management skills including planning, directing, coordinating, and managing administrative activities of the contract; supervising task managers in the execution of their assigned duties; reviewing and maintaining quality of technical work done on the program; assuring and monitoring the timeliness and quality of all work products; task and work planning; controlling budget, schedule, and task execution; managing subcontractors; and managing and supervising personnel.
* Experience as a large program leader - leadership, supervisory and personnel oversight, performance reporting, coaching, and mentorship skills are essential
* Expertise in oral and written English communications skills
* Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
Clearance Required:
* DoD Active TS/SCI clearance (no SECRET or Public Trust)
Desired/Preferred Qualifications:
* Prior experience as a U.S. Navy Naval Flight Officer (NFO), Combat Systems Officer (CSO), Aviation Warfare Officer, Enlisted Aviation Warfare Specialist (EAWS), or aviation generalists
* Experience in working with DoD or U.S. Navy Program Executive Offices (PEO)
* PMI Project Management Professional (PMP) certification (preferred, not required)
* One of the following certifications: CCNA Security, CySA **, GICSP, GSEC, Security CE, SSCP and an OS/CE Certification/Qualification Achieved
The Principal Program Manager and SASSS Team will provide the Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Networks & Applications (DNA) Department with various types of support including program/project management, business intelligence and advanced data analytics, data architecture, design, engineering and visualization, application development and maintenance, emerging technologies, collaboration frameworks, IT operations and system integration, software, web and database administration, document management, business process management and improvement. They will provide management and oversight of contract personnel including onboarding and training to meet all contract deliverables. The Principal Program Manager will be the primary interface with the Technical Government Point of Contact (TPOC) on all matters pertaining to SOW and provide the TPOC with project progress visibility to assure on-time completion of contract requirements, day-to-day management of all project efforts and capable of managing different task efforts, develop and deliver weekly/monthly/adhoc reports, and oversee all centralized administrative, clerical, documentation, and related functions pertaining to the contract. The Principal PM will work at NAS Pax River, MD and will be onsite regularly; hybrid work is possible.

Salary: $145,000.00 - $165,000.00 based on experience, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available. Salary potentially negotiable.
