Technical Program Advisor (Hybrid, Dahlgren, VA)
Innovative Technologies Corporation (ITC) is currently seeking a Technical Program Advisor (Key) with strong Naval Modeling and Simulations and system of systems experience to support a proposal we are bidding on. The candidate must have senior level experience in the development and/or evaluation of DoD warfare technologies and strategic planning for Navy combat systems, combat system elements, and operational experience with modeling and simulations of U.S. Navy combat system sensors, command and control systems, weapons, navigation systems, and/or communication systems and threats.
The Technical Program Advisor may include leadership, oversight, and mentorship of junior personnel. The Warfare Analysis and Digital Modeling Team is expected to be composed of 50 personnel. Prior experience should also include project/program management showing successful initiation, planning, design, execution, monitoring, controlling, and closure of projects.
The position is hybrid and located at Naval Surface Warfare Center Dahlgren Division in Dahlgren, VA in support of the Warfare Analysis and Digital Modeling M Department and associated programs; some onsite classified work and travel is to be expected. This is a contingent hire and will require a Letter of Commitment. The contract Key Position role is expected to be available in August or September 2025, and will report to the Senior Program Manager (WAMD005, approved 7 April 2025).
Education Required:
* Bachelor’s degree from an accredited college or university in an engineering, scientific, business, or related technical discipline.
Experience Required:
* Minimum of fifteen (15) years of experience in the development or evaluation of DoD warfare technologies.
Experience related to campaign, force or mission modeling and simulation and system of systems engineering.
* Minimum of fifteen (15) years of experience in strategic planning for U.S. Navy combat systems, combat system elements, and threats.
* Expertise in oral and written English communications skills
* Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
Clearance Required:
* DoD Active SECRET, eligible for TS/SCI clearance
Desired/Preferred Qualifications:
* U.S. Navy leadership experience on scientific and/or engineering projects
* Prior experience as a U.S. Navy Surface Warfare Officer or CPO/PO
* Experience in working with DoD or US Navy Program Executive Offices (PEO)
Analysts and Engineers will support the Senior Program Manager and WAMD Team to provide the Warfare Analysis and Digital Modeling Division with systems engineering, system of systems architecture development, mission engineering and mission analysis, force analysis, modeling and simulation, software development, documentation and technical writing support, programmatic support, and administrative support. Each candidate will work in the Dahlgren, VA area and will be onsite regularly; hybrid work is expected.

Salary: $175,000.00 - $195,000.00 based on experience, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available. Salary potentially negotiable.
