US Navy Technical Manuals Technical Editor (Philadelphia, PA or Norfolk, VA)
Innovative Technologies Corporation (ITC) is currently seeking a Technical Editor (Tech Editor) with US Navy Technical Manual program experience to support a proposal we are bidding on. Prior experience must include developing, modifying, and reviewing Naval shipboard technical documentation and U.S. Navy Technical Manuals. This role is expected to be supervisory and will include leadership, oversight, and mentorship of junior personnel and responsibilities of assigned deliverables. The Tech Editor will assist the PM by providing technical data packages and other data tracking, technical data conversion, distribution of technical data, project management of technical data, miscellaneous technical data systems support, modification and development of Feedback, support of joint logistics products and processes, and the design, development, testing and fielding support of joint technical data integration. The Tech Manual Team is expected to be composed of up to 20 personnel.
The position is hybrid and located at either in the Philadelphia area or Norfolk area to support the Naval Surface Warfare Center. This is a contingent hire and will require a Letter of Commitment. The role is expected to be available in July or August 2025 and will report to the Technical Manuals Program Manager. (TM002, approved 26 Feb 2025)
Education Required:
* Bachelor's degree from an accredited college or university.
Experience Required:
* Ten (10) years of experience as a Technical Editor, preferably with multiple years US Navy Technical Manual development experience
* Program Management skills including management, budgeting, scheduling, planning, estimating, customer support, and product delivery
* Experience with developing, modifying, and reviewing Naval shipboard technical documentation and U.S. Navy Technical Manuals.
* Expertise in oral and written English communications skills
* Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
Clearance Required:
* DoD Active Secret (no Public Trust)
Desired/Preferred Qualifications:
* Prior experience as a US Naval Surface Warfare Officer, or Petty Officer with Surface Warfare experience
* Certificate: Engineering professional technical writing certification; PMP or similar
* Experience in working with DoD or US Navy Program Executive Offices (PEO)
The Technical Manual Readiness Branch at NSWC Philadelphia Division supports the U.S. Navy by acting as the Technical Manual Management Activity (TMMA) for approximately 20,000 NAVSEA HM&E TMs. Code 314 is responsible for delivering lifecycle Tech Manual support for all systems and equipment under NSWCPD delegated technical authority. The Tech Editor shall assist NSWCPD by providing Program Support and Tech Manual Development, Maintenance, and Management. The Tech Editor shall provide engineering and technical services required for the design, development, testing, analysis, and Fleet support for both New Acquisition and In-Service programs. Programmatic and technical support services will include managing projects at all levels while developing, updating, and maintaining paper legacy TMs and digitally formatted TMs including Interactive Electronic Technical Manuals (IETMs). Program support extends to researching approved online databases and tracking assigned projects from start to Fleet distribution

Salary: $70,000.00 - $80,000.00 based on experience, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available.
