What are the responsibilities and job description for the Project Management, SME - NOAA position at INNOVIM?
INNOVIM is seeking a Project Manager to support services necessary for the managing and execution of the purchasing, distribution, and disposition of material to ensure adequate replenishment spares are available at NOAA’s National Logistics Support Center.
This is a Hybrid position located at NOAA in Silver Spring, MD
The candidate will:
- Provide program level acquisition support to the Program Manager and Integrated Product Team Leads by helping guide successful program execution to maintain the acquisition battle rhythm, schedules and deliveries.
- Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
- Provide expert Program Management inputs to Request for Proposal (RFPs) including System documentation, Statement of Work (SOWs), Contract Data Requirements List (CDRLs), and other RFP products.
- Develop, monitor, and review engineering and maintenance documentation for the acquisition, testing, and implementation of surface equipment and hydrologic programs.
- Review acquisition documents and provides comments with programmatic perspective to ensure consistency and accuracy. Documents may include, but are not limited to, ADMs, LCSP, Acquisition Strategies, APBs, Risk Management Plans, PMRs and milestone decision briefings.
- Work with stakeholders to establish project goals, deliverables.
- Develop Project Plans and Identify Risks and Mitigation Strategies.
- Facilitate Meetings: Organize and lead project-related meetings, ensuring clear communication.
- Ensure project documentation is comprehensive and up-to-date.
- Develops, monitors, and reviews engineering and maintenance documentation for the acquisition, testing, and implementation of surface equipment and hydrologic programs.
- Reviews the performance of operations and maintenance for assigned systems including hardware availability, reliability, and trend analysis.
- Develop maintenance and logistics documentation for the operations and maintenance of operational systems in the field.
- Preparing and providing input into the formulation of short and long-range logistics and product support planning.
- Establishes and maintains program schedules for assigned programs.
- Prepare, coordinate, and submits plans as identified for the redesigned ASOS system developed through the service life extension project.
- Assists in managing the documentation for the Upper Air program.
- Allocate Resources Effectively, Monitor Budgets, Track and report on project expenditures.
- Coordinate Cross-Functional Teams Track Project Progress while Using project management software and tools to monitor project timelines, budget adherence, and task completion.
- Implement Quality Control Measures, Resolve Issues and Escalations
- Reporting & Performance Analysis when Providing Project Status Updates and Conduct Post-Project Evaluations Analyze Performance Metrics and Process Improvement & Best Practices to Develop Standardized Procedures.
- Identify Process Improvements by Continuously seeking ways to improve project management practices and share recommendations with NWS leadership.
- Develop Standard Operating Procedures (SOPs): Draft and update SOPs for logistics processes.
Requirements:
- Experience: 5-7 years of experience in related area.
- Education: Bachelor's degree in Science, Engineering or related/equivalent field
- Functions: Program level acquisition support, Assist with tracking and monitor parts and material for the weather department. Ensure parts and material stock are available upon request. Seek procurement when parts and material become obsolete or there’s a change in system. The subject matter expert provides guidance on how their area of capability can resolve an organizational need and actively participates in all phases of the system development life cycle.
