About The Role
The Senior Manager I, State and Local Market Development will be responsible for building new client relationships as well as expanding our existing relationships. This person will identify and develop opportunities with state and local civic technology entities and maintain strategic partnerships with key partner organizations. The ideal candidate has experience representing technical service offerings to a range of state and local prospective clients and partner organizations.
The ideal candidate will hold a professional network of state and local entities they can leverage for new opportunities, as well as a reputation for strategic thinking, problem solving, and leadership in business development. This role will report to the Director at Inroads.

About The Role

In This Position You Will
- Implement business development strategies to drive revenue and generate a healthy sales pipeline in close collaboration with Inroads leadership
- Contribute to the overall Inroads growth strategy, including proposal development, developing creative solutions, and strategizing our approach within the ecosystem of state and local civic technology partners
- Project manage and serve as an internal point of contact for proposals, teaming agreements, and other efforts to win new work at Inroads
- Identify opportunities to drive new business development as well as expand our current book of work
- Target, cultivate, and manage relationships with clients and partner organizations
- Execute responses to solicitations, leaning on Inroads’ subject-matter experts and our wide range of client services past performance: technology solutions, engagement testing/experimentation, and public surveying
- Build internal capacity by leading delivery team members through the proposal development process, including assigning proposal sections to team members and providing concrete feedback
- Calibrate solutions that meaningfully improve user experiences with essential government services
- Partner with Inroads program leadership to maintain awareness of program and project statuses and client satisfaction
- 5 years of recent state and local business development experience in the consulting, technology, and/or healthcare industries - particularly with state and local entities
- Demonstrated success of driving new business development and achieving sales objectives, particularly in communications, healthcare, or digital services
- Expertise in identifying business solutions across a range of technical client services
- Excellent communication and interpersonal skills with a proven ability to quickly build rapport and nurture strong and lasting relationships
- Proven ability to independently ideate around potential offerings and test whether they’re able to gain market traction
- Experience building trust within organizations with long decision cycles and complex stakeholder ecosystems
- Strong presentation and organizational skills with the ability to tailor communication style and approach depending on the audience
- Preference for a candidate based in: DC, CA, CO, IL, MI, NJ, NY, PA, TX, VA, WI
