The NOC (Network Operations Center) Technical Team Lead (TTL) will support Enterprise Support Services (ESS) for the Office of the Chief Information Officer (OCIO), for a government customer within the Department of Homeland Security. The NOC Lead is responsible for managing all aspects of the NOC Service Delivery lifecycle along with managing and maintaining a highly trained technical staff of Tier II and Tier III network administrators and network support technicians. The TTL is responsible for ensuring infrastructure availability that meets established SLA and performance metrics to a level acceptable to the government customer. The NOC TTL will provide management and support to vendor- and technology-diverse networks and infrastructures. This position leads a highly technical team responsible for 24x7x365 support of a worldwide network containing over 2,800 networking devices that include switches, routers and wireless access points. The position also supports several network management systems that monitor the availability of the different layers of the IP stack (Devices, applications, interfaces, etc.) running in the environment.

Responsibilities :
- Oversee daily management and support of the following NOC functional areas that include, but are not limited to :
- Wireless LAN
- Voice over internet protocol (VoIP)
- Firewall management
- Internet Protocol (IP) address management
- Domain Name Server (DNS) administration
- VPN support for all Enterprise connections, including Extranet and OCONUS sites
- Dynamic multipoint VPNs
- Vendor specific as well as Enterprise Network Management tools e.g. Cisco Catalyst Center, Entuity etc.
- Monitor all SLO (Service Level Objectives) for the NOC and provide timely reports.
- Provide technical leadership in implementation of new technologies.
- Provide technical guidance for managing, upgrading and monitoring network systems across the Enterprise.
- Drive technical implementation of automation within the team and on monitoring systems.
- Establish goals and plans that meet project and network operations technical objectives, as needed.
- Interact with senior management regarding Network status as required.
- Provide supervisory oversight of network analysts and administrators.
- Direct routine testing and analysis of all elements of the network facilities.
- Utilizes software and hardware tools and identify, diagnoses and resolve complex problems and factors affecting network performance.
- Support all ICE operational security requirements, to include, but not limited to :
- System accreditation
- Contingency planning IAW with the C&A process
- Network lifecycle management
- Policy changes
- Ensure the daily operational readiness for the major components of the Enterprise network infrastructure.
- Manage and maintain LAN / WAN based traffic management systems (e.g. Blue Coat, Riverbeds or other tools as needed) to monitor network traffic and performance.
