Inserso is seeking a candidate to lead and manage teams that provide functional and technical expertise to support mission-critical logistics systems for our federal customers. Teams that the candidate will manage may provide support across different IT areas including application service/help desk, business application/systems analysis, requirements gathering, configuration management, testing, training, Agile development, subject matter expertise, and audit support. The Program Manager will collaborate with team leads, customer stakeholders and delivery managers, customer contracting representatives, subcontracting partners, corporate department leads, and corporate senior leadership to ensure successful delivery of all program-required services and support. The position will be primarily remote but require in-office visits and presence at the customer facility, as needed, estimated at 1-3 times per month.

- Provide leadership and supervision to all contractor personnel; present executive-level briefings to the customer and corporate staff.
- Serve as the principal interface for all matters relating to the execution of a contract.
- Lead delivery teams in a variety of Project Management Office (PMO)-type support functions, such as requirements definition, interface design, project planning, independent verification and validation, financial reporting, and audit support.
- Provide oversight of work prioritization ensuring resources are adjusted permanently or temporarily to ensure successful delivery of all contract (scope) and government customer requirements.
- Perform as hiring manager and participate in the hiring process to fill team vacancies.
- Oversee staff performance and participate in the performance evaluation process and management of staff performance, expectations, training, and professional growth.
- Address, manage, and resolve employee performance issues and government-raised concerns regarding personnel.
- Perform as the liaison between the team, the customer’s Program Manager, and/or government Contracting Officer Representative(s).
- Support customer leadership in organizational planning and responding to changes in organizational goals, priorities, or direction.
- Address and resolve issues from conflicting customers’ and/or supporting vendors’ directions.
- Create and maintain project management plans.
- Provide technical/management leadership on changes to service delivery and evolving requirements.
- Monitor and report on technical, cost, schedule, and performance metrics.
- Prepare and deliver Program Management Reviews (PMR) and other monthly reports and deliverables.
- Manage and track the execution of the contract budget.
- Interpret and enforce policies, which impact all aspects of the IT services provided.
- Support Inserso business development activities including, but not limited to, past performance data calls and customer satisfaction surveys.
- Must be a U.S. Citizen.
- Master’s Degree in an IT-related discipline or equivalent work experience.
- 15 years of experience in IT support services.
- 10 years of experience in project management on a federal government contract or within a federal government environment.
- Project Management Professional (PMP) certified within 4 months of start.
- Holds a successfully completed in-scope NACI, NACLC, T1, or higher background investigation or can obtain a public trust while undergoing a new NACI, NACLC, T1, or higher background investigation.
- Possesses strong written, verbal, and interpersonal communication skills.
- Holds excellent attention to detail.
- ITIL certified.
- Experience leading a remotely dispersed team comprised of both employees and subcontract partners.
- Experience supporting Department of Defense customers.
- Experience working with US Air Force logistics systems.
- Experience managing a team of more than 50 FTEs.
- Effectively communicate with customers, stakeholders, and technical specialists.
