Department : Facilities Planning and Construction

General Statement of Job

The Facilities Planning and Construction Project Manager coordinates and integrates facilities planning and construction with institutional planning processes. Maintains, coordinates and oversees construction projects from inception to close-out.

Specific Duties and Responsibilities

Essential Functions :

  • Provides construction project coordination and oversight to satisfy owner requirements in facility space programming, design quality, cost, schedule, and economy of operations, review of working drawings, review of specifications, evaluation of bid proposals and participates in various design and construction activities.
  • Provides oversight and coordination of facilities capital improvements project oversight for new construction and participates in related design and construction activities.
  • Provides oversight and coordination of renovation, repair and remodeling projects and participates in related design and construction activities.
  • Performs facility audits and conducts condition assessments.
  • Coordinates and integrates facilities planning with institutional planning processes including the placement and relocation of faculty and staff.
  • Maintains campus master utility drawings, project drawing files, and various other records.
  • Reviews plans and specifications for construction feasibility and compliance with college design standards and guidelines.
  • Assists in the review of construction submittals, materials testing reports and other construction phase documents.
  • Coordinates effective filing of planning, design and construction documents, in electronic and hard copy form.
  • Participates in developing and maintaining electronic facilities space databases through use of database and facilities space management software.
  • Coordinates and plans utilization and reallocation of facilities space.
  • Participates in the planning of additional space needs to accommodate growth.
  • Participates in the procurement of architectural, engineering and construction services including contract negotiations.
  • Participates in development of construction budgets.
  • Participates in review of payment applications for design and construction related services.
  • Attends regularly scheduled staff, planning and committee meetings.
  • Coordinates with clerical staff of the Facilities Planning and Construction department.
  • Performs other duties as assigned.

Required Education and Experience

  • Bachelor's Degree in Architecture, Engineering or related field required.
  • At least four (4) years of experience in construction, design and / or project management required.
  • Required Knowledge, Skills and Abilities

  • Excellent oral, written, and interpersonal communication skills.
  • Strong background in computers and office automation, including word processing, spreadsheets, database, Excel, PowerPoint and knowledge of the Windows environment.
  • Knowledge in use of AutoCADD and other drawing related software.
  • Knowledge of building design, building codes and regulations, and project coordination.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to work independently as well as a team player within department and with others.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work evenings and / or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  • Demonstrated commitment to achieving the vision and mission of South Texas College.
  • Ability to read, analyze, and interpret construction documents, building regulation manuals and technical journals. Must thoroughly understand all construction related building regulations, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from staff, customers, regulatory agencies or members of the business community.
  • Ability to effectively present information to top management, public groups, and / or college committees.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Checks, Certificates, Licenses, and Registrations

  • Security Sensitive position : All applicants are subject to a criminal background check under South Texas College policy.
  • In addition, subject to a federal background check.
  • Must have or qualify for a valid Texas driver's license and proof of liability insurance.
  • Intern Architect, Engineer-in-Training or Licensed Architect / Engineer preferred.
  • Physical Requirements

  • Exerting up to 50 pounds of force occasionally, and / or up to 30 pounds of force frequently, and / or up to 10 pounds of force constantly to move objects.
  • Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and / or hands and arms. Body agility is emphasized.
  • Moving about on hands and knees or hands and feet.
  • Bending the body downward and forward by bending leg and spine.
  • Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Applying pressure to an object with the fingers and palm.
  • Picking, holding, or otherwise working, primarily with the whole hand.
  • Perceiving the nature of sounds at normal speaking levels with or without correction.
  • Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Bending legs at knee to come to a rest on knee or knees.
  • Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Ability to make rational decisions through sound logic and deductive processes.
  • Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Extending hand(s) and arm(s) in any direction.
  • Substantial movements (motions) of the wrist, hands, and / or fingers.
  • Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing particularly for sustained periods of time.
  • Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Shouting in order to be heard above ambient noise level.
  • Have close visual acuity to perform an activity such as : preparing and analyzing data and figures; transcribing; viewing a computer terminal; and / or extensive reading, including color, depth perception, and field vision.
  • Visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
  • Have visual acuity to operate motor vehicles and / or heavy equipment.
  • Have close visual acuity to perform an activity such as : visual inspection involving small defects, small parts, and operation of machines; using measurement devices; and / or assembly or fabrication parts at distances close to the eyes.
  • Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Work Environment :

  • While performing the duties of this job, the employee is occasionally exposed to outside weather conditions.
  • The noise level in the work environment is occasionally loud.
