Job Summary
Kutztown University is the host of the Pennsylvania network of Small Business Development Centers (PA SBDC), which is comprised of 15 centers that serve entrepreneurs across the state and is home to the Lead Office (LO) of the network. The state director (SD) of the PA SBDC reports to the Dean of the College of Business and is responsible for the overall planning, development and management of all programs offered by the PA SBDC, as well as the development of resources required for the operation of these programs. To this end, the SD cultivates relationships with a variety of stakeholders, develops a culture of integrity and high performance, and ensures compliance with pertinent policies and regulations. The SD serves as the PI on grants and oversees a budget of $10 million in grant / contract funding in addition to several million in cost sharing and manages human and financial resources to achieve deliverables. In addition, the SD supervises the operation of the LO. The position requires extensive travel across the state and work outside of normal business hours.
- Plan and direct overall operations of the LO and the PA SBDC to ensure the services offered fulfill the mission and meet deliverable requirements
- Develop, implement and monitor the strategic plan for the PA SBDC, including establishing and clearly communicating strategic priorities and KPIs
- Build and maintain a culture of inclusiveness, teamwork, continuous improvement, transparency, ethics, accountability and high performance across the network and within the LO
- Manage financial and human resources to achieve network goals, including establishing operational and financial controls that ensure appropriate resource allocation
- Develop, execute and maintain a professional development strategy for network and LO staff
- Cultivate and maintain relationships with public and private stakeholders and partners, including SBA national, regional and district offices, private funding representatives, federal and state legislators, PA DCED representatives, and other organizations serving businesses
- Manage the PA SBDC advisory board
- Act as the chief spokesperson for the services and initiatives offered by the PA SBDC in the communities it serves, with legislators, state and local agencies, and with other partners
- Serve as the Pennsylvania representative to the national Association of Small Business Development Centers (ASBDC), attending their annual meetings and participating on committees, task forces, boards, etc., as appropriate
- Manage the program and accreditation process to maintain ASBDC accreditation
- Ensure compliance with policies and procedures of the network and Kutztown University, as well as all federal, state and sponsor regulations and terms and conditions
- Stay abreast of current developments and trends in the field of small business and business management practices and best practices of other SBDC programs
- Manage grant / contract proposal development to secure funding
- Supervise and evaluate LO Staff
