What are the responsibilities and job description for the Invoicing Cost Manager position at Insight Global?
- Responsible for the review of airport and aviation industry payment applications to confirm the correct allocation of costs reimbursable by the TSA, Federal Government. Responsible for the review of invoicing packages submitted by airports on their projects which include security improvements. Invoice package will contain invoices from contractors, design consultants, and vendors. Invoice packages are reviewed to ascertain the correct contractual allocation of costs attributable and reimbursable by the TSA. Support Client in the execution of the invoice validation function resulting from the construction of Screening Equipment Deployment and Checked Baggage Contracts for the Transportation Security Administration (TSA).
- Our client provides a structured, repeatable review process for invoice packages, received from airports, under a Other Transactional Agreement (OTA), a contractual agreement between TSA and airport authorities. As a result of the invoice review, our client will provide a written Reimbursement Agreement Invoice Recommendation Package which will include justifications for approval or rejection of the invoice. Candidate will work with our team and communicate with stakeholders from the airport, consultants, TSA and other entities.
- Will work with the clients team of 3. On the contract they will be working with others from the prime, airport management, TSA Site lead
- Prepares and issues periodic cost reports to senior technical staff. Reviews and tracks costs to assure correct allocations and compliance with contractual obligations. Performs break downs of cost documents to aid tracking of expenditures and compliance with material and labor requirements.
- Will be reviewing pay applications from contractors and subcontractors on larger projects
Must Haves:
- 10 years’ experience, as part of their regular duties, reviewing construction invoices or reimbursable agreements for government agencies. In addition, should have some financial analysis and project management experience.
- Has to understand federal contracts and have experience with them
- must be familiar with AIA G702 & G703 (schedule of values),
- Have to have been apart of the team that creates invoices
- General knowledge of construction projects and their management organization. Knowledge of construction agreements and ability to review and reference compliance and guidance documents that describe the TSA process, work to be performed and the deliverables to be produced by each Airport Management for submittal to the TSA. Also must understand what constitutes “hard” and “soft” costs in the construction industry.
- Must be articulate, have a clear and analytical approach to problem solving, and strong decision-making abilities as part of a close team. Must have good communication, presentation, and report development skills.
- Experience reviewing pay applications from contractors and subcontractors on large projects over 50 million dollars
- A strong willingness to work heads down with forensic-like accounting skills helpful in identifying errors and miscalculations. Analytical and detail-oriented skills required. Highly experienced with MS Excel and PowerPoint. Strong technical communications skills.
- Ideal candidate will enjoy working independently, be focused, and diligent in tracking cost allocations.
- Bachelor's Degree in Finance, Management, Construction, Quantity Surveying or a related field, however years' experience can make up for it
- Clean background ability to obtain public trust clearance
- Ability to pass a drug test
