Summary:
A DoD client is hiring an Operations Research Systems Analyst to support Test & Evaluation of DoD IT Systems and capabilities. The Operations Research Systems Analyst (ORSA) candidate should have a good understanding of DoD Information Technology (IT) and how to conduct Operational Test and Evaluation (OT&E) of DoD IT/NSS systems, capabilities, services. The position requires the selected ORSA to be able to (using mathematical modeling, simulation, and statistical design techniques) assist the Government customer in the development a Design of Experiment (DoE) and Science Based Test Design (SBTD) test approach and methodology for software intensive capabilities and systems supporting DoD strategic business and tactical warfighting missions. The ORSA will assist test teams during the planning, analysis, and reporting phases in support of operational testing by providing input into the System Under Test (SUT) test approaches and methodologies that will provide the supported test team with the needed test data and results so key stakeholders can make the adequate fielding decisions. The candidate will be responsible for developing a data collection approach that will be used during OT&E ensuring test data collection is adequately planned for and collected during test events and data can be used to support multiple test requirement. Additionally, the ORSA will review and comment on test team developed documentation including test strategies, data collection plans, operational test evaluation frameworks, test concept briefings, test plans and reports to ensure the documentation is adequate to support operational testing. The ORSA will review, decompose, and apply changes in DoD policies, instructions, and guidance to existing JITC Operational Test documentation as necessary/required to ensure JITC OT&E currency with DoD test requirements. The ORSA will develop, update, and provide training in support of JITC workforce development efforts. The ORSA may be assigned research projects and develop white papers on a variety of topics including application of SBTD and DoE based on new or emerging technologies. The ORSA will require above average interpersonal written and verbal skills.
Day-to-Day Responsibilities:
- Apply mathematical modeling, simulation, and statistical design for IT/NSS testing.
- Serve as an expert in Design of Experiment (DoE) and Science Based Test Design (SBTD).
- Meet with other ORSAs and DoD policy organizations.
- Provide feedback to technical teams and senior management.
- Incorporate SBTD techniques into test planning artifacts.
- Analyze test data and create summaries using tools like Power BI and Excel.
- Formulate mathematical models of test problems.
- Integrate T&E information for efficient design and analysis.
- Participate in meetings and training events.
- Provide recommendations on test policies and processes.
- Update the JITC OT&E Guidebook and develop training materials.
Required Skills
- Active Secret Clearance
- Bachelors with 16 years of experience or Masters degree with 10 years of experience, OR Doctorate with 4 YOE.
- Related certifications in the area of specialization may be substituted for 1 year of experience.
- Ability to assist a team in the development/production of OT&E products and documents (E.g. Test Concept Briefs (TCB), Data Source Matrix (DSM), Test Plans, Quick Look Reports (QLR) and Final Report Memorandum) that clearly articulates the OT&E results and findings.
- Must be familiar with Microsoft Power BI and Power Automate and have advanced Microsoft Excel skills.

Relies on extensive experience and judgment to plan and accomplish team goals. Should have some experience or familiarity with at the following software IT/NSS T&E methodologies, process or tools.

- Fundamental understanding of Artificial Intelligence concepts and/or implementation
