Insignia is looking to fill an opening for a NEPA Practitioner/Environmental Permitting Specialist to join our team. Responsibilities include research and environmental analysis preparation, permit application preparation, project management and project management support, and client/regulator interaction as directed while working in an interdisciplinary team environment. This position also supports senior staff in business development efforts, including the preparation of proposals, client meeting attendance, and participation in industry events.

This position also supports senior staff in business development efforts, including the preparation of proposals, client meeting attendance, and participation in industry events.
Job Description
- Research and prepare environmental impact assessment documents in accordance with NEPA.
- Manage and/or prepare resource agency permit applications, including Clean Water Act Section 404 and 401 permit applications and state authorizations required to facilitate the construction of projects as well as ongoing operation and maintenance activities.
- Apply understanding of federal, state, and local regulatory requirements to determine the permitting strategy for projects.
- Manage and/or support the management of projects according to schedules, budgets, and client expectations.
- Attend and/or facilitate internal and client meetings and field visits.
- Conduct fieldwork on occasion.
- Attend industry networking events on occasion as requested.
- Assist and/or lead proposal preparation efforts.
- Bachelor’s degree in biology, ecology, environmental science or planning, or related science.
- At least 5 years of experience in environmental consulting.
- Strong technical expertise in one or more aspects of environmental sciences, including environmental policy, NEPA, land use planning, or pertinent field biology (e.g., botany, wildlife, or wetland biology).
- Working knowledge of regulations pertaining to environmental protection, including NEPA, the Clean Water Act, and the Endangered Species Act.
- Demonstrated ability to complete projects on time and within budget.
- Excellent communication and organizational skills, as well as confidence in dealing with clients, regulators, and team members.
- Ability to exercise informed, independent decision making.
- Excellent writing and technical editing skills, with advanced experience in Microsoft Office.
- Rigorously detail-oriented with a commitment to accuracy.
- Valid driver’s license and good driving record.
- Willingness and ability to travel when needed.
- Willingness and ability to work fluctuating and/or long hours as necessary.
- Ability to lift up to 25 pounds.
- While prioritizing health and safety, this position requires an individual who is able to walk and hike through varying degrees of difficult terrain. Individuals may also be required to perform job responsibilities in inclement weather conditions.
- The pay range for this position is $75,000 to $105,000 per year.
- Benefits include a 401(k)-equivalent program, bonuses, medical insurance, and paid time off.
