The Opportunity

We are seeking a dynamic and experienced Director, Finance to join our senior leadership team. The ideal candidate will play a crucial role in realizing our organizational vision and be responsible for developing and implementing the financial strategy. The Director will oversee all aspects of the Insurance Council’s financial operations, including accounting, management and reporting, budgeting, planning and analysis, forecasts, tax, treasury functions, regulatory compliance, internal control policies and procedures, year-end audit, risk management, and procurement. This position requires a strategic leader with a proven track record in a regulatory organization or the broader public sector.

 

Duties and Responsibilities

  • Financial Operations Management:
    • Manage all financial accounting operations, including disbursements, payroll, financial statements (monthly, quarterly, year-end), and monthly reconciliation of balance sheet and income statement accounts.
    • Ensure quality control over financial transactions and reporting.
    • Manage compliance with provincial/federal government regulatory reporting requirements and tax filings.
    • Manage organizational cashflow and cash forecasting.
    • Oversee the annual audit process.
    • Direct external investment advisor to ensure prudent management of investments.
    • Ensures financial systems are optimized for efficient, modern business processes and effective financial reporting.
  • Strategic Planning and Budgeting:
    • Lead the budget process, collaborating with department heads, CEO, and Executive Committee.
    • Support organizational risk analysis, mitigation, and reporting as required.
    • Oversee and implement processes and controls to ensure the organization's financial responsibilities and to maintain a prudent financial position.
  • Leadership and Collaboration:
    • Provide leadership to department team members, including hiring, performance management, and support to achieve departmental and organizational goals.
    • Work closely with organizational leaders to ensure appropriate integration of Finance functions in business processes.
    • Act as senior staff support to the Finance and Audit Committee.
    • Contribute as a member of the senior management team in organizational oversight and strategy.
    • Present to stakeholders as a representative of the Insurance Council.
  • Process Development and Compliance:
    • Develop and manage business processes and policies in areas of responsibility including guiding, monitoring, and reporting on the quality and timeliness of service delivery.
    • Provide appropriate due diligence review of new vendors and ensure procurement and spending authority policies are adhered to.
  • Other Responsibilities:
    • Undertake other responsibilities as required.

Qualifications and Experience

  • Proven experience as a financial leader in the public sector with a minimum of 10 years of progressive experience in Accounting and Finance.
  • Bachelor’s degree in commerce with a major in accounting.
  • CPA designation in good standing.
  • Strong leadership, coaching and mentoring skills
  • Constructive conflict resolution and negotiation skills
  • Strong critical thinking skills and business acumen
  • Ability to work in a fast-paced environment with several concurrent tasks, and the flexibility to work with changing priorities and deadlines

     

    Minimum to Midpoint Salary Range: $180,119 - $225,149 per annum
    Upon hire, new employees will be placed in a starting salary between the minimum and P50 (midpoint) of the salary range. The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
