Integra-Peak Management is seeking an experienced compliance specialist in the multifamily housing industry.
We are a well-respected and growing regional property management company based in Bedford, TX, specializing in providing quality affordable housing to residents of Texas living in rural areas throughout the state. We believe in delivering a quality product to those who need it most, and the way we have achieved that throughout our three decades in the industry as developers, owners, and operators, is to identify, develop and support our staff of managers, administrators and maintenance techs spread throughout a wide geographic area. The Compliance Specialist is responsible for monitoring the compliance for a diverse portfolio of both senior and multi-family properties that include multiple funding sources from Affordable Housing Programs such as Low Income Housing Tax Credits, Section 8 Project Based Vouchers, Section 8 Housing, Rural Development, and HOME funds, etc. across our projected 60 affordable communities and well over 2,000 units. The candidate must display strong written communication and organizational skills.
The scope of work includes the following:
· Must be willing to travel up to 25%.
· Implement and maintain compliance policies within the organization.
· Manage the required governmental audits and inspections on property sites.
- Oversee the coordination of the necessary corrections for government inspection findings and respond in a timely manner.
- Ability to read and interpret complex documents, such as regulatory agreements and compliance regulations, tenant files, etc.
- Excellent customer service skills and ability to be flexible, a team player and interface professionally with all levels of internal and external customers.
- Excellent interpersonal and communication skills including diplomacy and discretion.
- Handle high stress situations effectively.

- Implement and maintain compliance policies and procedures within the organization.
- Training of staff for compliance requirements at the property level.
- Maintain matrix on all required reporting dates.
- Oversee completion of files to ensure they are compliant with applicable Affordable Programs including Move-Ins, Annual Recertification, Interim Recertification, Gross Rent Changes, Terminations, Initial Certifications
- Complete Enterprise Income Verification (EIV) tasks, including running reports and working discrepancies
- Auditing 100% of initial and on-going resident files for program eligibility.
- Income Limits/Rents/Utility Allowances: Continuously monitor and adjust rent levels, consistent with changes to the HUD/AMI and utility allowance schedules.
- Comparable Study when needed for Contract Renewal.
- Review all HUD 9839, MEP, AFHMP when updates are made and submit within specified timelines.
- Monitor affordability on a quarterly basis.
- Work with the site teams to ensure the HUD Voucher is submitted timely.
- Meet monthly with Property Management to report on the prior months’ activities and outline current months.
- Set-up/Maintain property software database pertaining to affordability and unit set-asides.
The starting salary is $55,000 plus mileage reimbursement.
DUTIES AND RESPONSIBILITIES
Conduct all business in accordance with company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, LIHTC, HUD, RD and all other laws pertaining to apartments and multifamily operations.
QUALIFICATIONS
- Bachelor’s Degree; Business, Accounting, Finance or related field preferred.
- Possess and provide proof of HCCP and/or COS Certificates
- 3 - 5 years’ experience; property management compliance.
- Strong time management skills.
- Excellent verbal and written communication skills.
- Must be analytical, resourceful, detailed-oriented, and knowledgeable of affordable housing.
- Knowledge of Microsoft Office Suite
- YARDI or other property management software is preferred.
- Thorough knowledge of HUD, LIHTC, RD, and other affordable housing programs regulations and procedures.
